About The Position

The Division of Hotels and Restaurants (H&R) licenses, inspects, and regulates public lodging and food service establishments in Florida under Chapter 509, Florida Statutes (FS). The division also licenses and regulates elevators, escalators and other vertical conveyance devices under Chapter 399, FS. The division’s three bureaus – Sanitation and Safety Inspections, Licensing and Elevator Safety – comprise a team of approximately 358 personnel fulfilling the regulatory obligations of the division throughout the state. Our Mission is to protect the health and safety of the public by providing the industry with quality inspections and fair regulation.

Requirements

  • Computer skills including Microsoft Office Suite
  • Two or more years of experience with Customer Service including email and phone skills
  • One or more years of industry-related experience.
  • Industry-related experience is considered to be; hotel or restaurant management, restaurant or lodging operations, field or laboratory experience in environmental or public health, food sanitation or quality control.

Responsibilities

  • Reviews plans (including blueprints) on food service establishments for construction compliance with environmental health and sanitation regulations laws and rules, fire safety issues, other sanitation related concerns and any other appropriate codes that must be adhered to.
  • Analyzes all incoming plan review applications for regulatory authority and adequacy of submittal.
  • Provides risk- based menu analysis of all incoming plans to assess category assignment for Risk Based Inspection Program.
  • Researches inspection history and compliance activity on all remodels to assess whether additional sanitation/safety equipment is necessary for compliance of sanitation standards.
  • Recommends correction when necessary.
  • Responsible for reviewing and granting extensions to approved plans.
  • Completes licensing applications and coordinates opening inspections with District office staff.
  • Coordinates with various business entities to facilitate timely licensure. Entities may include local authorities, field inspectors, licensing and Service Operations staff.
  • Evaluates menus using Hazard Analysis Critical Control Points/Risk based principles to assess that the establishment has proper and adequate sanitation and safety equipment in facility construction plan to meet projected operational demands.
  • Seeks compliance with Food Code Interventions and Risk Factor Control Measures as required by Standard 1 Regulatory Foundation of the Voluntary National Retail Food Regulatory Program Standards.
  • Conducts quality assurance reviews on opening inspections and occasionally conduct opening inspections.
  • Submits variance requests with proper documentation.
  • Responsible for performing technology duties, which includes profiling plans in VERSA REG, maintaining plan review database and other computer software, hardware, and data systems as needed.
  • Prepares all plan review correspondence professionally and in timely manner.
  • Provides technical expertise on opening food service establishment and plan review questions to the general public, contractor/builders, and other concerned parties.
  • Provides technical expertise to field inspectors during opening inspections.
  • Responsible for completing plan revisions while inspector is on site and save updated revision to OnBase to maintain the official record.
  • Provides technical assistance regarding plan review issues to division field staff when called upon.
  • Completes electronic plan reviews accurately.
  • Sends plans and plan review packets electronically to District mailboxes.
  • Saves all approved plan reviews packets and plans to OnBase.
  • Responsible for accuracy of plan review logs and documentation.
  • Manages DHR Plan Review Mail-Box as scheduled.
  • Responds to Plan Review escalation queue as assigned.
  • Greets and assists customers at window when called upon.
  • Participates in weekly Plan Review meeting including presenting Technically Speaking to peers when assigned.
  • Provides training at monthly District Staff meetings regarding Plan Review, emerging food safety and sanitation topics.
  • Confers with and educates the public, builders, owners, public officials and civic groups concerning disease control, sanitation and health regulations.
  • Coordinates activities with federal, state and municipal environmental safety and health agencies.
  • Interprets and explains the significance of public health laws, rules and other related sanitation and safety standards.
  • Provides temporary event information to interested clients/coordinates inspection activity with District offices.
  • Performs related work as needed.
