About The Position

The GIS Technical Specialist coordinates and performs technical work supporting the development, implementation, operation, and maintenance of Shelby County Government's enterprise geographic information system (GIS). The position creates, maintains, and analyzes spatial and non-spatial data; produces maps and other visual products; supports GIS applications and geodatabases; assists with mobile field data collection; and helps County agencies apply geospatial information to operational, engineering, planning, and public-service needs.

Requirements

Four (4) years of GIS software, ArcGIS or ArcServer experience
Bachelor’s degree from an accredited college or university in geography, geoscience, earth science, engineering, computer science or a closely related field
OR An equivalent combination of related education, and/or experience.
Knowledge of GIS principles and practices, including geospatial data creation, maintenance, quality control, spatial analysis, cartography, geodatabases, and web-based GIS activities.
Knowledge of electronic data processing and the effective use of personal computers, GIS workstations, peripheral devices, and related technology.
Knowledge of computer-aided design and drafting (CADD/CAD) concepts and the integration of CAD and GIS data.
Knowledge of coordinate systems, map projections, datums, transformations, and plane-coordinate mapping systems.
Knowledge of legal descriptions, plats, engineering plans, and other records used to identify or describe geographic locations and boundaries.
Ability to configure, enhance, and support current GIS applications and assist with the development and implementation of future GIS capabilities.
Ability to use GIS- ArcPro , database, and other specialized software to query, manipulate, convert, integrate, and validate data in multiple formats.
Ability to recognize and translate diverse datasets and business requirements into an accurate, spatially oriented context.
Ability to support County agencies during project definition, requirements gathering, development, testing, implementation, and ongoing maintenance.
Ability to apply initiative, independent judgment, and systematic troubleshooting to develop logical solutions to GIS-related problems.
Ability to establish and maintain effective, professional working relationships with co-workers, management, representatives of County agencies, vendors, and the public.
Successful completion of classes in GIS, computer science, geography, or civil engineering is preferred.
PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.

Nice To Haves

Ability to communicate geospatial information effectively through oral, written, and visual methods for a wide range of audiences; ability to develop and deliver tailored GIS training materials or curricula is preferred.

Responsibilities

Coordinates activities relating the development and maintenance of geospatial data in the development and assists in the implementation of the enterprise GIS system for Shelby County Government.
Implements, operates, and populates spatial and non-spatial information; uses GIS software to analyze spatial and non-spatial information.
Develops ArcMap projects/layouts for the fulfillment of data requests as necessary; and designs cartographic and other visual graphic output.
Updates existing geospatial data sets and assists in the creation of new data based on project requirements; and communicates geospatial ideas and concepts across a wide spectrum of audiences and creates applicable curricula.
Assists in the technical support of existing geospatial applications for the various agencies of County government by generating and maintaining geodatabase layers and associated attribute information.
Travels, occasionally, to gather field data for Engineering, Roads and Bridges departments and possibly other agencies on a project basis; and assists with GIS mobile data collection processes such as ArcPad , Arc GIS for iOS or other related data collection technologies.
Performs advanced GIS functions including modeling, scripting and some application development, as needed.
Develops a scanning and geo-referencing program with the County Engineering Department to provide a spatial solution to engineering plans and programs requiring a geospatial element, as needed.
Prepares, updates, and maintains graphic displays databases, reports, statistical information and maps as requested.
Assists in the collection of mapping of land use, environmental and other types of data for comprehensive plans.
Performs other related duties as required or directed.
