About The Position

The Utah State Tax Commission is seeking a GIS Analyst to safeguard the accuracy of Utah’s tax landscape. The role maintains high-quality spatial data used to ensure correct tax distribution and address discrepancies as the state grows and jurisdictional boundaries change. The position is hybrid and based at 210 North 1950 West, Salt Lake City, Utah 84134. A successful candidate must pass a criminal history check; no drug test is required. The role is a competitive career service position and is eligible for a full benefits package.

Requirements

Bachelor’s degree in Geography, GIS, Urban Planning, Computer Science, or a related field, or equivalent experience.
Expertise in ArcGIS Pro.
Strong proficiency in SQL and relational database management.
Proven ability to troubleshoot complex spatial problems and reconcile conflicting data sources, including local and state-reported boundary data.
Exceptional ability to translate technical spatial data into clear explanations for taxpayers, local officials, and leadership.
Successfully pass a criminal history check.

Responsibilities

Serve as the primary point of contact for verifying jurisdictional boundaries.
Investigate and resolve discrepancies between municipal annexation records and digital tax district layers, ensuring location codes and tax rates are accurately applied.
Manage, clean, and maintain large-scale spatial databases, standardize metadata, and keep records audit-ready.
Perform complex overlay analysis to define and update taxing district boundaries, supporting revenue distribution and taxpayer compliance.
Develop and maintain scripts to automate routine geoprocessing tasks, reduce manual errors, and improve turnaround times for data requests.
Collaborate with the Tax Commission, local governments, and internal audit teams.
Communicate spatial findings clearly to non-technical stakeholders to resolve tax rate disputes and boundary conflicts.
