About The Position

The Fiscal Specialist I coordinates and manages the procurement of information technology (IT) equipment, software, services, and related technology purchases for the County. Administers departmental budgets, accounts payable, payroll, and related fiscal activities while monitoring expenditures to ensure accuracy and compliance with County policies and procedures. Maintains IT inventory records, financial databases, and budget-related applications, and serves as liaison with vendors regarding pricing, quotes, contracts, and purchasing activities. The typical schedule for this full-time position is Monday through Friday, 8:00 AM to 5:00 PM and is located in Lecanto, Florida. Citrus County is an eligible employer for the Public Service Loan Forgiveness (PSLF) Program.

Requirements

  • Associate degree, vocational technical degree or specialized training that is equivalent to satisfactory completion of two (2) years of college education.
  • Two (2) years relevant experience.
  • Requires fund accounting background or training.
  • Requires strong project management and organizational skills.
  • Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.
  • Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.) including working knowledge of Dreamweaver, and Adobe Acrobat Pro.
  • Valid Florida Driver License (or must obtain within 30 days of establishing residency in Florida), or valid Florida Identification Card is acceptable only for positions not required to drive a county vehicle.
  • Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses: IS-100.c: Introduction to the Incident Command System (ICS); and IS-700.b: An Introduction to the National Incident Management System.

Responsibilities

  • Manages and processes fiscal year budgets as well as provides IT budget support to divisions/departments and other county agencies during the budget process.
  • Monitors the department fiscal position and alerts director to concerns in a timely manner.
  • Supervise and review all fund accounts and balances ensuring accuracy and keeping within budget.
  • Ensures fiscal transactions and financial records are maintained in accordance with Generally Accepted Accounting Principles (GAAP), GASB standards, and County policies and procedures.
  • Purchases all computer hardware, software, support, peripherals, and services for the County.
  • Researches pricing and specifications for information technology purchases.
  • Ensures all purchases follow County policies and procedures including but not limited to signing authority, purchasing card statements, purchase orders, quotes, and vendor contracts.
  • Negotiates vendor pricing and obtains vendor quotes.
  • Monitors hardware warranty timeframes and annual hardware/software renewals.
  • Maintains and coordinates the new equipment roll-out schedule with the technicians and departments/divisions.
  • Serves as the payroll supervisor responsible for processing payroll, compiling related reports, and processes personnel action requests (PAR)
  • Manages Accounts Payable for department as well as other departments/divisions relating to IT purchases, inputs in appropriate applications and compiles all related reports.
  • Reconciles department monthly purchase transactions and bank statements and compiles reports.
  • Processes purchase requisitions, purchasing card transactions, invoices, budget transfers, journal vouchers, change orders, and other related financial functions.
  • Maintains county organization chart and other department/division organization charts.
  • Prepares agenda items, maintains IT administrative regulations (A.R.’s), and other related administrative functions.
  • Performs other duties as required.
