About The Position

The Director of Agency With Choice is responsible for the overall management of the AWC Program. This includes but is not limited to compliance with all AWC and agency requirements, policy and procedure development, Human Resources and Program management, budget development, financial management, contract management, intake and discharge activities, training, resource and referral management, data management and maintenance, hiring and supervision of staff, and organizational leadership. Requirements

  • A minimum of a bachelor’s degree.
  • A minimum of five (5) years of senior level management experience, and a minimum of five (5) years of Human Resources experience in a human service non-profit organization supporting individuals receiving services through the Office of Developmental Programs in PA.
  • A minimum of five (5) years operations and compliance experience.
  • Experience with developing, implementing and managing budgets.
  • Ability to obtain required clearances, including Child Abuse, FBI, PA Criminal and Medicaid Fraud.
  • Has a reliable vehicle and an acceptable driving record as per The Arc’s Personnel Policy.
  • Possess valid driver’s license, auto insurance and vehicle registration.
  • Applicable Certifications required by funding agencies.
  • Possess an ODPs Certified Investigator (CI) certification or obtain the CI certification within six months of hire.

Responsibilities

  • Participate, collaborate and/or implement The Arc of Chester County’s 5-year Strategic Plan.
  • Complete all training and qualifications requirements.
  • Recruit, hire, train, supervise, and evaluate all AWC administrative, program, and AWC HR staff in conjunction with agency policy and all program regulations and requirements.
  • Develop, manage and implement the AWC annual budget in conjunction with the Chief Financial Officer, Senior Director of Programs, and Chief Executive Officer.
  • Develop and implement procedures for reviewing the budget and financial position of the AWC department routinely and regularly to ensure fiscal accuracy of AWC services including rate changes, authorizations, administration fee, and utilization reports, etc.
  • Ensure compliance with all agency policies, plans, and procedures, program requirements, departmental procedures, funder regulations, and laws.
  • Develop, implement, and evaluate program operations and procedures to ensure the highest quality services are provided, and positive outcomes are achieved.
  • Develop the intake/discharge process, train and supervise the staff and ensure all aspects of the process for participants and Managing Employers (MEs) are carried out efficiently, in accordance with agency policies and procedures.
  • Manage enrollment issues related to authorization, eligibility, or documentation and escalate complex issues to the Senior Director of Programs as needed.
  • Ensure complaints and surveys (agency and funder surveys) are completed in accordance with the procedures, and the results are addressed in a timely manner.
  • Manage the participant data management system, billing processes, and utilization reports.
  • Manage data analytics in the program, address the findings of the data reviews, and provide reports as needed and/or requested.
  • Ensure business continuity and coverage during AWC staff absences, so deadlines are met at all times.
  • Ensure all training compliance for all AWC staff, including SSPs (Support Service Professionals) and Non-employees (MEs, Vendors, etc.)
  • Ensure compliance of all aspects of AWC Human Resources, HR law and in collaboration with program operations.
  • Ensure collaboration with internal and external partners, to discuss concerns, trends, or implementation of AWC services and when necessary, develop plans of correction.
  • As needed, escalate concerns in accordance with agency policy and procedures.
  • Provide feedback on proposed rates, draft bulletins, waivers, and other regulatory documents as applicable.
  • Update departmental policies and procedures as needed.
  • Ensure completion of incident management processes in accordance with agency policies and procedures and funder requirements.
  • Oversee corrective actions completed as a result of Incident Management and/or monitorings, and evaluate the effectiveness of the corrective actions.
  • Prepare and actively participate in required meetings, including management meetings, committee meetings, administrative meetings, resource fairs, events, etc.
  • Attend public forums and speak on behalf of the agency.
  • Participate in Arc sponsored events.
  • Other duties as assigned.
