About The Position

Under the direction of the Chief Information Officer, provides strategic and operational leadership for OCTA’s Enterprise Business Solutions functions. This position leads mission-critical enterprise applications, data warehousing and integration, business intelligence and analytics, enterprise content management, SharePoint, collaboration, automation, eForms, and low-code solutions. The Department Manager establishes technology strategies, priorities, governance, and service delivery aligned with organizational goals; partners with business leaders to modernize processes and deliver measurable value; and oversees technology initiatives, budgets, contracts, vendors, and workforce development.

Requirements

  • Proven technology leader with experience managing complex enterprise business solutions and multidisciplinary technology teams.
  • Strong knowledge of enterprise applications, data warehousing and integration, business intelligence, analytics, automation, collaboration, and content management platforms.
  • Demonstrated ability to translate organizational strategy and business needs into practical technology roadmaps and investments.
  • Experience leading enterprise technology modernization, process transformation, and complex cross-functional initiatives.
  • Strong understanding of technology governance, cybersecurity coordination, data governance, system lifecycle management, and project delivery.
  • Experience managing significant budgets, contracts, software licensing, consultants, and technology vendors.
  • Ability to build strategic partnerships with executives and business leaders and communicate complex technology issues, risks, and recommendations clearly.
  • Strong leadership skills with demonstrated success developing managers and high-performing teams.
  • Bachelor’s degree in Business, Computer Science, Mathematics, or a related field or equivalent combination of education and experience.
  • Minimum eight (8) years of technology experience, including at least four (4) years directly managing staff.
  • Knowledge of modern enterprise technology trends and their application in a business environment.

Nice To Haves

  • Experience with enterprise applications, data warehousing, data integration, business intelligence and analytics, automation, collaboration and content platforms, technology project delivery, cybersecurity coordination, and vendor and contract management.
  • MBA strongly preferred.
  • Project Management Professional (PMP) certification strongly preferred.

Responsibilities

  • Provide strategic leadership for OCTA’s enterprise applications, data and analytics, content management, collaboration, automation, and low-code technology functions.
  • Establish department strategies, roadmaps, standards, governance, and priorities aligned with organizational objectives, business needs, risk, and available resources.
  • Direct the lifecycle management, modernization, implementation, and support of mission-critical enterprise applications while reducing technical debt and retiring legacy solutions.
  • Lead data warehousing, integration, business intelligence, reporting, and analytics capabilities while advancing data quality, governance, and secure access.
  • Oversee SharePoint, enterprise content management, intranet, eForms, Power Platform, automation, and related collaboration technologies.
  • Partner with business leaders to modernize processes and identify opportunities to effectively apply automation, analytics, low-code, AI, and emerging technologies.
  • Ensure disciplined delivery of technology projects with clear scope, accountability, milestones, risk management, and transition to operational support.
  • Collaborate across Information Systems to ensure cybersecurity, privacy, architecture, infrastructure, continuity, and support requirements are incorporated into enterprise solutions.
  • Develop and manage department budgets, staffing plans, technology investments, software licensing, professional services, and vendor contracts.
  • Lead, mentor, and develop managers and staff while building organizational capability, succession plans, and a culture of accountability and continuous improvement.
