Saylor is also known for our industry leading cost manuals, used by owners and construction professionals throughout the US. We have an upcoming opportunity for a Cost Manager / Field Contracts Administrator for a large client in San Francisco. The Cost Manager / Field Contracts Administrator will manage the delivery of subcontracts and trade packages as well provide construction contract change management services for infrastructure construction projects. We are looking for a candidate who is able to work Full-Time In-Person in the Hetch Hetchy Region.

Requirements

10+ years of experience providing construction contract change management services for infrastructure construction projects.
Demonstrated experience providing construction contract change management and contract administration services within the last 15 years for at least two single, completed, and verifiable infrastructure construction projects valued at $25 million or more.
Bachelor's Degree in Engineering, Construction Management, Business Administration, or relevant discipline from an accredited institution.
Demonstrated knowledge of construction contract requirements and contract change management processes including claims analyses and negotiations, change order cost estimates, time impact analyses, etc.
3+ years of recent experience using CM software systems.
Excellent written and verbal communication skills.
Ability to work onsite in Hetch Hetchy.

Responsibilities

Manage the delivery of subcontracts and trade packages.
Provide construction contract change management services for infrastructure construction projects.
Ensure contract compliance, including notice provisions, documentation, insurance/bonds, reporting, schedules, and deliverables.
Track potential changes, review backup, help price or validate them, maintain change logs, and shepherd change orders through approval.
Prepare and administer subcontracts, amendments, purchase orders, task orders, and closeouts.
Review subcontractor pay applications and supporting documentation to ensure payments align with contract terms and completed work.
Track RFIs, delays, differing site conditions, owner-directed changes, and other events that could become claims, ensuring required notices are sent on time.
Maintain the contractual record, including correspondence, logs, commitments, change documentation, forecasts, and sometimes earned-value/cost information.
Work closely with the project manager, superintendent, project controls/cost team, scheduler, estimators, and legal/contracts staff.
Provide support to the resident engineer in the administration of the terms and conditions of the contracts.
Manage the contract change process, including monitoring and tracking changes and claims resolution.
Coordinate with the resident engineer and Project Engineer on the identification of change requests to be incorporated into change orders.
Manage the preparation of change orders, including preparing records of negotiations and maintaining contract files.
Review applications for payment and project correspondence to the construction contractors for conformance with contractual requirements.
Review and respond to RFIs that request clarification of contractual requirements.
Assist the resident engineer in project closeout activities to ensure all administrative and contractual requirements are met.
