About The Position

ProSidian seeks a Contracts SME for Program Support on an Exempt 1099 Contract basis. This role is hybrid, involving both on-site and virtual work in the Aiken, SC area, supporting a NNSA contractor that manages nuclear site operations with complex regulatory and procurement requirements. The Contracts SME is aligned with the GSA Labor Category: Analyst / Six Sigma Specialist. We are looking for candidates with relevant experience in the Nuclear and Environmental Management Sector to support professional services engagements for clients like Savannah River Nuclear Solutions (SRNS). This position is initially a Contract Contingent or Contract W-2 (IRS-1099) role, focusing on Comprehensive Procedural Support for SRNS's Contracts & Supply Chain Management (C&SCM). ProSidian reserves the right to convert this role to a Full-Time ProSidian employed W-2 Position. The role involves providing services and support as a Contracts SME within the Nuclear and Environmental Management Industry Sector, focusing on Compliance Solutions for clients such as SRNS. The work is generally located in Aiken, SC, and across the Southeastern USA Region. The position requires delivering and supporting Engagement Team initiatives for Comprehensive Procedural Support for SRNS's C&SCM by leading and delivering on integrated PMO governance, regulatory compliance, contract optimization, and process engineering. This includes designing, documenting, implementing, training, and continuously improving end-to-end C&SCM procedures to ensure compliant, efficient, and audit-ready procurement and supply chain execution aligned with FAR, DEAR, DOE, NNSA, and evolving mission requirements. The core functional areas include Nuclear and Environmental Management, Energy, Infrastructure, And Environment, Contracts & Supply Chain Management (C&SCM), and Procedural Support. The purpose is to establish and execute a structured, end-to-end delivery framework that defines the compliance baseline, translates requirements into an optimized future-state operating model, develops and operationalizes standardized procedures and artifacts, enables enterprise-wide adoption, supports deployment into live operations, continuously measures and improves performance, and sustains long-term regulatory compliance and procedural integrity across SRNS's C&SCM environment. Core functions include executing integrated program governance, regulatory compliance analysis, and strategic advisory to design, develop, document, visualize, implement, and sustain standardized C&SCM procedures. This encompasses end-to-end acquisition lifecycle modeling, training and change management, operational deployment, performance monitoring, continuous improvement, and long-term compliance maintenance aligned with Federal Acquisition Regulation (FAR), Department of Energy Acquisition Regulation (DEAR), Department of Energy (DOE) directives, and Savannah River Nuclear Solutions (SRNS) requirements. The foundation for deliverables includes compliant, integrated Nuclear and Environmental Management Energy, Infrastructure, and Environment C&SCM Procedural Support procedures, training, and governance, enhancing SRNS procurement efficiency and mission readiness.

Requirements

Responsibilities

  • Interpret regulations; advise on compliance; support procedure validation.
  • Provides expert-level guidance on federal contracting, FAR/DEAR compliance, and SRNS contract alignment.
  • Drives Contracts & Supply Chain Management (C&SCM) procedural transformation ensuring FAR — Federal Acquisition Regulation, DEAR — Department of Energy Acquisition Regulation, and NSA — National Nuclear Security Administration alignment, and enterprise integration.
  • Lead/execute analysis of contracts and regulations; develop Standard Operating Procedures (SOP)s, process maps, and templates; support training; ensure compliance and continuous improvement.
  • Regulatory analysis, technical writing, procurement lifecycle expertise, stakeholder engagement, training delivery, analytics.
  • Supports 5-year Nuclear and Environmental Management Energy, Infrastructure, And Environment engagement; hybrid delivery with possible onsite badging; supports ~360 personnel.
  • Contributes to acquisition lifecycle flowcharts, compliance updates, and procedural sustainment.
