About The Position

ProSidian seeks a C&SCM Contracts Management Consultant (FAR/DEAR) for Program Support on an Exempt 1099 Contract basis. This role involves strategic advisory and contract optimization, focusing on compliance with FAR/DEAR regulations within the Nuclear and Environmental Management Sector. The consultant will manage the contract lifecycle, develop terms and conditions, support procurement strategy, ensure regulatory compliance, and administer subcontract processes. The position is hybrid, with work performed on and off client sites, and virtually, primarily in the Aiken, SC area and across the Southeastern USA Region. This role supports a NNSA contractor managing nuclear site operations with complex regulatory and procurement requirements. The consultant will convert analysis into strategic value, provide procedural support for Contracts & Supply Chain Management (C&SCM), and recommend amendments to prime contracts for efficiency. The role also involves benchmarking against best practices, developing and customizing procurement and supply chain procedures, creating supporting documents, and implementing training. Continuous improvement mechanisms will be established through feedback collection and effectiveness monitoring.

Requirements

  • 8+ years contracts, procurement, acquisition, subcontract management, or supply chain contracting experience in federal, defense, DOE/NNSA, M&O, or regulated infrastructure environments.
  • Experience developing clauses, T&Cs, templates, and contract administration.
  • Bachelor's degree in contracts, acquisition, business, supply chain, law, or related field.
  • Proficiency with Microsoft Office (Excel, Access, Outlook, PowerPoint, and Word).
  • Proficiency with Adobe Acrobat, data analytics tools, and Visio.
  • Ability to quickly learn other tools as needed.

  • Assess pre-award, award, post-award, subcontract administration, modifications, closeout, and terms-and-conditions processes.
  • Recommend contract amendments.
  • Align contract instruments with updated procedures.
  • Support supplier-facing requirements and flow-down structures.

  • Provide contract amendment recommendations.
  • Identify efficiency and process optimization opportunities.
  • Benchmark vs. best practices for Nuclear and Environmental Management Energy, Infrastructure, and Environment Contracts & Supply Chain Management (C&SCM) Procedural Support.
  • Establish a communication plan that outlines the frequency and methods of communication with stakeholders.
  • Conduct an in-depth review and analysis of the prime contract, governing documents, and applicable laws.
  • Develop and customize procurement and supply chain procedures.
  • Create and update supporting documents, forms, terms, and conditions reflecting the newly developed procedures.
  • Create visually appealing flow charts demonstrating the acquisition life cycle.
  • Implement support through both virtual and in-person training sessions.
  • Establish mechanisms for continuous improvement by regularly collecting feedback and monitoring effectiveness.
  • Maintain procedural, form, and terms and conditions compliance resulting from changes to prime contract, governing documents, and applicable laws.
