The DHS’ Division of Child Support Services (DCSS) is seeking candidates to fill the position of Contracts Administrator 3, this position will report to the Senior Manager, Business Operations. This is a telework position, however the role reports to State Office in Decatur, GA (DeKalb County) and may require periodic travel into the office.

Requirements

  • High school diploma/GED and six (6) years of contracting job-related experience; or two (2) years of experience required at the lower level Contracts Administrator 2 (LEP031) or position equivalent.--Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.

  • Knowledge of general contract compliance monitoring.
  • Experience with or knowledge of federal compliance guidelines for sub-recipients.

Responsibilities

  • Under direct supervision, establishes and enforces child support obligations of responsible parents.
  • Coordinates child support activities with legal, judicial and public organizations.
  • Collaborates with program subject matter experts, other business units and the Senior Manager – Business Operations - Contracts & Grants to evaluate best practices to deploy each contract with sound deliverables and performance measures.
  • Computes contract fund balance reconciliations and interact with human services contractors to monitor submission of documentation needed to show compliance.
  • Enters all requisitions for new Request for Proposals (RFP) and contracts related to DCSS human service contracts.
  • Tracks contracts through the life cycle and provides regular and accurate reporting of the status.
  • Enters all requisitions for new RFPs and contracts.
  • Develops in-depth knowledge of project background to better assist with the assurance of business needs.
  • Develop and implement contracting policies and procedures.
  • Examines pay vouchers for contractor payments through GA@WORK system.
  • May direct/coordinate the procurement property programs.
  • Perform research, evaluation and analysis for monitoring performance for compliance/non-compliance of contracts.
  • Prepares, processes, and reconciles contract document and reimbursement requests.
  • Review contract specifications before solicitation and ensure available funding.
  • Take appropriate actions regarding contract compliance, progress and corrective actions.
