The Clinical Program Manager Senior is a senior clinical leader responsible for enterprise-wide clinical strategy at Richmond Behavioral Health Authority (RBHA). The role shapes long-term clinical direction, manages senior leaders, and supports clinical excellence across the organization. Licensure is required to oversee designated services. The position is associated with the HOPE Residential Treatment Community, a residential program for people receiving treatment for substance use disorders and/or co-occurring mental health conditions. Services follow ASAM Level of Care 3.5 and support individuals with multiple functional limitations who need a stable living environment to build recovery skills. Program services include psychiatric assessment and maintenance, medical services and medication management, evidence-based individual and group therapies, relapse prevention, addiction pharmacotherapy, health education, educational skill-building groups, occupational or recreational activities, and recovery support services. The role has full supervisory authority over assigned staff, including evaluating and signing performance reviews, approving timecards, and administering rewards and discipline. It officially supervises full-time employees, not temporary or seasonal employees. The work is generally sedentary in a standard behavioral health environment, with possible transitions between office and field environments and occasional crisis intervention responsibilities. RBHA provides reasonable accommodations and required safety and equipment training.
