About The Position

Physician Affiliate Group of New York (PAGNY) has an opportunity for a Chief Medical Officer (CMO) at NYC Health + Hospitals/Kings County. This world-renowned Level I Trauma Center serves 2.6 million residents of Brooklyn and Staten Island, handling over 518,076 outpatient visits, 141,328 emergency room visits, and 25,000 inpatient admissions annually with 627 beds. The Chief Medical Officer (CMO) acts as the principal medical advisor to the Executive Director/Senior Vice President, providing recommendations and guidance on clinical matters and administrative reporting. The CMO is accountable for the fulfillment of the affiliation agreement and ensures that clinical and educational programs align with the priorities and standards of the Executive Director and NYC Health and Hospitals. This role involves collaboration with the Chief Nursing Officer, reporting to the Board, and working closely with the President/Chair of the Medical Board. The CMO is a member of the Corporate Council of Medical Directors and represents the Corporate Chief Medical Officer to the Medical Board of the Hospital Center, reporting quarterly to the HHC Quality Assurance Committee.

Requirements

  • Graduate of an Approved Medical School
  • Completion of Approved GME Residency Training Program
  • New York unrestricted license required
  • Board Certified in a Medical Specialty
  • Minimum of ten years working clinically in the certified specialty
  • Minimum of five years’ experience in Administrative Responsibility providing medical direction and supervision to teams of medical staff, ideally in an Acute Care setting.
  • Experience developing and implementing standards of care, medical protocols, quality assurance standards and monitoring, and professional training and education.
  • Experience implementing new operating processes and systems aimed at improving efficiency
  • Knowledge of, and experience with, EHR and/or related automated systems is a plus.

Responsibilities

  • Acts as the Chief Medical Officer and advisor to the Executive Director/Senior Vice President to assist in resolving issues of facility administration, and medical staff, as they affect the clinical departments.
  • Directs and coordinates all clinical functions through the chairpersons/chiefs of the various clinical departments.
  • Ensures adequate direction and staffing for medical diagnosis and treatment of all hospital inpatients, outpatients, and emergency care.
  • Plans, initiates, directs, and coordinates the provision of quality patient care.
  • Develop ongoing system for continuous monitoring and evaluation of the quality and appropriateness of patient care through the supervision of the Quality Management department.
  • Works closely with the organized medical staff and its committees, the President/Chair of the Medical Board and the Chiefs/Directors of Service to assure medical staff compliance with its Bylaws, with the policies of the health care facility and the HHC Board of Directors, with the rules and regulations of all applicable local, state and federal agencies, with the Joint Commission standards and with other appropriate directives and guidelines.
  • In conjunction with the President/Chair of the Medical Board, coordinates the process of appointment, re-appointment, and delineation of clinical privileges of the medical staff and other licensed independent practitioners to ensure compliance with the Rules and Regulations and the Bylaws of the Medical Staff.
  • Oversees Medical Staff Office functions such as the on-going monitoring and maintenance of the medical staff files including the profiles based on QI/RM/Patient Relations findings.
  • In conjunction with the Executive Director, Chiefs/Directors of Service, Department Chairmen, and the affiliation senior management, assures the operation of graduate programs’ full compliance with the standards established by the ACGME, respective Residency Review Committees, and are properly integrated with the clinical service needs of the health care facility.
  • Oversees and is responsible for the health care facility House Staff Office Functions, including the J-1 Visas credentialing and privileging of medical residents and medical students and coordination with the affiliated medical college Office of Clinical Affairs and Graduate Medical Education.
  • Serves as the liaison between the Executive Director and affiliation administration for affiliation contract matters in reference to clinical policy, staffing and education.
  • Oversees all clinical research activities conducted at the facility and assures the Executive Director that such activities have been approved and are being monitored in accordance with HHC policy and procedures.
  • Coordinates planning, development, implementation and evaluation of programs and activities with multidisciplinary aspects.
  • Participates in the annual expense, revenue and capital budget and strategic planning process.
  • Participate as requested in setting the strategic direction for New York City Health and Hospitals Corporation and promoting the interests of their respective health care facility, community, and patients.
  • Serves as liaison between the health care facility, medical and professional staff, and the community to represent the health care facility and physicians' when supporting our communities' interests, and when their assessing health care needs and when advocating for improving the health of the community.
  • Makes recommendations to the affiliate on the allocation of affiliation contract funds.
  • In consultation with the hospital Executive Director, affiliation administration and other parties as may be designated, conducts criteria-based performance appraisals of the Chiefs/Directors of Service at the health care facility.
  • Jointly with the health care facility Executive Director periodically performs a comprehensive evaluation of clinical services and related clinical support services, which to the extent feasible shall not be less than five years.
  • This position has a requirement to work clinically 0.1 FTE (4 hours a week).
