About The Position

Under minimal supervision and with considerable latitude for the use of initiative and independent judgment, this role provides oversight and reporting, and makes improvement recommendations for the City’s Capital Improvements Program (CIP) within the Capital Planning Office. The position maintains knowledge of the City's Capital Improvements Program and its utilization for strategic objectives, as well as key capital program issues facing the City of Austin. It oversees and monitors the progress of the City’s portfolio of bond projects, conducts portfolio management activities, and participates in the City’s CIP planning and review processes. The role produces reports from CIP Program data, provides analysis for decision-making, and monitors CIP project and program issues from an organizational perspective, assisting in resolution when required. It also monitors CIP operating procedures, policies, and ordinances for compliance, and monitors the City’s CIP project portfolio for legal, regulatory, and initiative compliance. Additionally, the position develops and conducts training for City personnel involved in the CIP Program, provides technical advice and assistance to city management, and meets with city management and staff to resolve CIP project issues. Coordination and collaboration with other agencies, departments, and divisions involved in or affected by the City’s CIP portfolio is essential, as is attending City Council and board meetings as a City staff representative. This position may provide leadership/supervision to employees planning, assigning, and/or leading the work of others.

Requirements

  • Skill in maintaining and compiling complex CIP data for use in analysis, monitoring, and reporting.
  • Ability to exercise good judgment, tact and diplomacy in all public contacts.
  • Ability to perform objective analyses of business processes to maximize the effective delivery of the City's CIP projects.
  • Bachelor's degree in engineering, architecture or related field plus five (5) years of related work experience including two (2) years as a project manager, program manager and/or portfolio manager, preferably with a municipality.

Responsibilities

  • Attends City Council, board meetings, etc. as City staff representative.
  • May provide leadership/supervision to employees planning, assigning, and/or leading the work of others.
