About The Position

This senior leadership role reports to the Vice President, Distribution Operations & Asset Management and is accountable for the strategic leadership, planning, governance, and execution of the organization’s capital and maintenance programs. This role ensures capital investments are delivered safely, efficiently, and in alignment with corporate objectives, regulatory requirements, and financial targets. The Director leads an integrated delivery model spanning program planning, contractor governance, major project execution, and continuous improvement, while building scalable capabilities, strengthening governance, and driving performance across the end-to-end capital lifecycle.

  • Enterprise leadership mindset with the ability to shape capital delivery strategy and influence organization-wide priorities
  • Proven ability to translate complex capital programs into executable plans with predictable financial and operational outcomes
  • Deep expertise in capital program delivery, infrastructure projects, and governance frameworks in regulated environments
  • Strong financial and analytical acumen, including forecasting, variance analysis, and cost control at scale
  • Advanced ability to leverage data, performance metrics, and insights to drive decision-making and continuous improvement
  • Strong contractor and vendor management expertise, including sourcing, performance management, and contract governance
  • Demonstrated success leading large-scale transformation, building new functions, and optimizing delivery models
  • Exceptional stakeholder management and influencing skills across executive leadership, technical, and operational teams
  • 10+ years of progressive senior leadership experience in capital program delivery, infrastructure, or utility operations, with accountability for large-scale, complex portfolios
  • Bachelor’s degree in Engineering or a related discipline
  • Demonstrated success leading enterprise-scale capital programs with full accountability for scope, schedule, cost, governance, and risk management
  • Strong knowledge of capital planning, project delivery methodologies, contractor/vendor management, and governance frameworks
  • Experience operating in regulated environments with complex compliance, financial, and reporting requirements, with strong financial and analytical acumen.
  • Proven ability to lead cross-functional alignment across Engineering, Operations, Finance, Supply Chain, and Regulatory teams, and to build and develop high-performing teams in complex environments

Nice To Haves

  • Professional Engineer (P.Eng.) designation strongly preferred
  • PMP or equivalent certification considered an asset
  • MBA considered an asset

Responsibilities

  • Define and lead the enterprise capital delivery strategy, ensuring alignment with corporate priorities, regulatory requirements, and long-term asset planning objectives
  • Establish and continuously evolve governance frameworks covering program execution, financial performance, risk management, and compliance
  • Integrate capital planning with financial forecasting, asset management, and operational strategies
  • Provide executive oversight to ensure capital programs deliver on scope, schedule, cost, and quality expectations
  • Provide strategic oversight of capital and maintenance program planning, including multi-year forecasts, prioritization, and resource strategies
  • Challenge and validate execution plans, resourcing models, and delivery strategies across internal and external teams
  • Establish robust performance management frameworks, including variance analysis, risk identification, and corrective action planning
  • Monitor program health and proactively address delivery risks, ensuring predictable and reliable outcomes
  • Define and lead contractor and vendor strategy, including sourcing models, RFP processes, and contract award frameworks
  • Establish strong contractor governance, performance management, and accountability mechanisms
  • Oversee contract administration, including cost validation, change orders, and compliance with contractual obligations
  • Optimize contractor capacity, productivity, and workload balancing to support efficient program delivery
  • Provide executive leadership for the delivery of high-value, high-risk capital projects
  • Establish governance, controls, and reporting frameworks for major infrastructure initiatives
  • Ensure effective stakeholder management, risk mitigation, and decision-making at the program and project level
  • Oversee delivery performance, ensuring alignment to business cases, timelines, and financial commitments
  • Lead continuous improvement strategy across capital delivery, embedding a culture of operational excellence and accountability
  • Drive standardization, process optimization, and adoption of best practices across the capital lifecycle
  • Establish KPIs, dashboards, and reporting frameworks to enable data-driven performance management
  • Conduct cost and unit rate analysis to improve cost predictability, identify inefficiencies, and inform future planning cycles
  • Partner closely with Finance, Operations, Engineering, Supply Chain, and Regulatory teams to ensure integrated planning and execution
  • Align capital delivery priorities with enterprise strategy, asset management plans, and regulatory commitments
  • Build and scale new capabilities across program delivery, governance, and performance management functions
  • Lead and develop high-performing teams, fostering a culture of accountability, collaboration, and continuous improvement
