About The Position

Directs and performs complex program and project management work. Work involves coordinating the planning and initiation of capital improvement projects at all levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties. Works under general supervision of the Assistant City Manager, with moderate latitude for the use of initiative and independent judgment.

Requirements

  • Knowledge of project management theories and practices applicable to projects that are complex in scope; systems and procedures used to evaluate a third-party vendor’s performance; and local, state, and federal laws and regulations relevant to the administration of the project undertaken.
  • Skill in project management monitoring, in addressing changes in scope or timing, and in the use of a computer and applicable software.
  • Ability to manage project activities, to establish project goals and objectives, to exercise sound judgment in making critical decisions, to analyze complex information and develop plans to address identified issues, to demonstrate negotiation and facilitation skills, to identify project risks and gaps, to prepare reports, to communicate effectively, and to assign duties and responsibilities and coordinate the work of project staff.
  • Thorough knowledge of civil engineering and construction practices.
  • Requires the ability to speak and/or signaling people to convey or exchange information.
  • Includes receiving assignments and/or directions from supervisors and giving instructions to co-workers.
  • Requires the ability to read a variety of policy and procedure manuals, technical bulletins, reports, plans, dictionaries, schedules, directories, financial documents, budgets, etc.
  • Requires the ability to enter data into computer and prepare reports, correspondence, etc., with proper format, punctuation, spelling, and grammar, using all parts of speech.
  • Must be able to speak with poise, voice control and confidence and to clearly and efficiently articulate information to others including colleagues, members of the public, and project stakeholders.
  • Requires the ability to apply rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic or schedule form.
  • Requires the ability to make independent judgments in the absence of supervisor; to acquire knowledge of topics related to primary occupation.

  • Have a comprehensive knowledge of stakeholders, infrastructure management, utility service coordination, and procedures for submitting data elements, reports, and updates to grant agencies.
  • Must be able to assess, review, analyze and resolve difficult and complex issues.
  • Working knowledge of interagency processes from the Federal to Local levels particularly when dealing with federal, state, or local regulatory issues.
  • Minimum of five (5) years’ experience in managing complex scope projects from initiation to completion.

Nice To Haves

  • Infrastructure construction project management experience is preferred.
  • Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment is generally preferred.
  • Certification as a Project Management Professional (PMP) preferred.
  • Engineering experience, including certification as a Professional Engineer (PE) is preferred.
  • Contracting experience as a licensed General Contractor (GC) is preferred.
  • May require additional industry certifications or licensure as determined by management.

Responsibilities

  • Responsible for the formalization and management of the City of Beaufort Capital Improvements Program (CIP).
  • Responsible for leading project lifecycles from project initiation through completion, to include complex construction projects which may require coordination with other governmental jurisdictions, regulatory agencies, Finance Staff, senior management and City Council.
  • Provides periodic updates on the CIP program to senior management and City Council as directed.
  • Engages with members of the public as needed to gather feedback or to convey information on capital projects.
  • Manages, develops, oversees, and evaluates projects using accepted project management methodologies.
  • Initiates projects, obtains authorization and commitment, and demonstrates business need and project feasibility.
  • Coordinates interdepartmental cooperation on identifying and managing project needs.
  • Coordinates with the Project Support Coordinator to develop project budgets, schedules, work plans, resources requirements, and cost estimates and projections.
  • Coordinates with the Project Support Coordinator to review and recommend proposals and bids to management.
  • Monitors and manages project quality and cost to ensure that project deliverables are acceptable, fulfill the terms of the project contract or specifications, and are completed within budget.
  • Identifies potential project risks and difficulties and designs strategies to mitigate or avoid them.
  • Communicates project methodology and processes to interested groups and team members.
  • Coordinates with the Project Support Coordinator to compile and distribute project information, project status reports, and project budget expenditures.
  • Plans and manages efficient program and project meetings.
  • Assists with developing criteria for evaluating programs, proposals, and other pertinent information related to project assignments.
  • May assign duties and responsibilities and coordinate the work of project staff as necessary.
  • Performs related work as assigned.
