About The Position

ProSidian is seeking a C&SCM Regulatory Compliance Consultant (FAR/DEAR Specialist) for a contract position supporting a NNSA contractor in the Nuclear and Environmental Management Sector. This role focuses on regulatory compliance, prime contract analysis, and requirements decomposition, specifically analyzing FAR/DEAR, DOE directives, and prime contract obligations to ensure alignment and develop compliant procedural requirements. The consultant will provide comprehensive procedural support for Contracts & Supply Chain Management (C&SCM) and contribute to deliverables such as a comprehensive set of procedures, recommended amendments to prime contracts, and compliance maintenance documentation. The position is hybrid, involving both on-site and virtual work, primarily located in the Aiken, SC area.

Requirements

• 8+ years of federal acquisition, regulatory compliance, procurement compliance, or DOE/NNSA contract compliance experience.
• Strong knowledge of FAR/DEAR clauses, prime contract flow-downs, M&O contractor environments, and regulated supply chain controls.
• Bachelor's degree in business, law, public policy, acquisition, supply chain, or related field.
• Proficiency with business tools and technology, including Microsoft Office (Excel, Access, Outlook, PowerPoint, Word).
• Proficiency with Adobe Acrobat, data analytics tools, and Visio.
• Ability to quickly learn other tools as needed.

Nice To Haves

Responsibilities

• Analyze FAR/DEAR, DOE directives, and prime contract obligations to ensure compliance alignment.
• Perform gap analysis and develop compliance frameworks.
• Support audit readiness.
• Translate FAR, DEAR, DOE, NNSA, and prime contract obligations into compliant procedural requirements.
• Provide structured PMO governance, scheduling, and oversight for C&SCM procedural transformation and delivery.
• Conduct contract decomposition and compliance gap analysis.
• Analyze DE-AC09-08SR22470 (including modifications) for FAR/DEAR/DOE Orders alignment.
• Interpret Class A/B laws.
• Develop a compliance traceability matrix.
• Identify inconsistencies and risks for C&SCM procedural support.
• Establish a communication plan for stakeholders.
• Conduct an in-depth review and analysis of the prime contract, governing documents, and applicable laws.
• Develop and customize procurement and supply chain procedures.
• Create and update supporting documents, forms, terms, and conditions.
• Develop Acquisition Life Cycle Flow Charts.
• Implement support through virtual and in-person training sessions.
• Establish mechanisms for continuous improvement by collecting feedback and monitoring effectiveness.
• Maintain procedural, form, and terms and conditions compliance resulting from changes to prime contract, governing documents, and applicable laws.
• Review DE-AC09-08SR22470, governing documents, Class A/B laws, FAR, DEAR, DOE directives, and applicable orders.
• Identify inconsistencies and compliance gaps.
• Develop compliance traceability.
• Document impacts to C&SCM procedures, forms, terms, and controls.
• Ensure all procedural updates are grounded in contract authority, regulatory requirements, and SRNS/NNSA mission obligations.
• Establish the authoritative compliance baseline.
• Perform gap analysis, recommend amendments, and establish sustainment controls.
