About The Position

ProSidian seeks a C&SCM Regulatory Compliance Consultant (FAR/DEAR Specialist) for Program Support on an Exempt 1099 Contract. This role involves regulatory compliance, prime contract analysis, and requirements decomposition, supporting a NNSA contractor managing nuclear site operations with complex regulatory and procurement requirements. The position is hybrid, with work performed on-site, off-site, and virtually, primarily in the Aiken, SC area and across the Southeastern USA Region. The role aligns with GSA Labor Category: Senior Consultant / Compliance Analyst and requires relevant experience in the Nuclear and Environmental Management Sector. This is a Contract Contingent or Contract W-2 (IRS-1099) position, with the possibility of conversion to a Full-Time ProSidian employed W-2 Position. The consultant will provide comprehensive procedural support for Savannah River Nuclear Solution’s (SRNS) Contracts & Supply Chain Management (C&SCM).

Requirements

  • Bachelor's degree in business, law, public policy, acquisition, supply chain, or related field.
  • 8+ years of federal acquisition, regulatory compliance, procurement compliance, or DOE/NNSA contract compliance experience.
  • Strong knowledge of FAR/DEAR clauses, prime contract flow-downs, M&O contractor environments, and regulated supply chain controls.
  • Proficiency with Microsoft Office Suite (Excel, Access, Outlook, PowerPoint, Word).
  • Proficiency with Adobe Acrobat, data analytics tools, and Visio.
  • Ability to quickly learn other tools as needed.

Responsibilities

  • Analyze FAR/DEAR, DOE directives, and ensure compliance alignment.
  • Perform gap analysis and develop compliance frameworks.
  • Support audit readiness.
  • Translate FAR, DEAR, DOE, NNSA, and prime contract obligations into compliant procedural requirements.
  • Provide structured PMO governance, scheduling, and oversight for compliant, efficient C&SCM procedural transformation and delivery.
  • Establish the authoritative compliance baseline.
  • Develop a comprehensive set of procedures to support Contracts & Supply Chain Management, including detailed process maps, standard operating procedures (SOPs), associated forms and templates, handbooks, terms and conditions documents, and diagrams.
  • Develop a list of recommended amendments to the prime contract to gain efficiencies.
  • Develop documentation and procedures to maintain compliance with changes to the prime contract, governing documents, applicable laws, and SRS procedures.
  • Conduct contract decomposition and compliance gap analysis.
  • Perform DE-AC09-08SR22470 analysis (including modifications).
  • Ensure alignment with FAR / DEAR / DOE Orders.
  • Interpret Class A/B laws.
  • Develop a compliance traceability matrix.
  • Identify inconsistencies and risks.
  • Develop and customize procurement and supply chain procedures.
  • Create and update supporting documents, forms, terms, and conditions reflecting newly developed procedures.
  • Create Acquisition Life Cycle Flow Charts.
  • Implement support through virtual and in-person training sessions.
  • Establish mechanisms for continuous improvement by collecting feedback and monitoring effectiveness.
  • Maintain procedural, form, and terms and conditions compliance resulting from changes to prime contract, governing documents, and applicable laws.
  • Review DE-AC09-08SR22470, governing documents, Class A/B laws, FAR, DEAR, DOE directives, and applicable orders.
  • Identify inconsistencies and compliance gaps.
  • Develop compliance traceability.
  • Document impacts to C&SCM procedures, forms, terms, and controls.
  • Support audit readiness.
