About The Position

The Business Development Manager for the Department of Energy and Industrial Base leads 3M’s growth and engagement strategy across the Department of Energy (DOE), working with the business units that own relevant products and portfolios. The role shapes demand for 3M science and materials before requirements are written and converts early influence into funded programs. It also serves as 3M Government Markets’ expert on federal industrial-base funding instruments used across business development campaigns. The manager builds relationships across the DOE, the National Nuclear Security Administration (NNSA), national laboratories, management and operating contractors, site operators, consortia, isotope programs, fuel fabricators, and reactor developers. The role positions 3M materials and capabilities in funded production and programs of record, shapes requirements and supply-chain policy, and advises campaigns on industrial-capacity funding opportunities. The position translates customer needs into strategy and execution across 3M’s matrixed organization, maintains a qualified and forecasted opportunity pipeline using Salesforce CRM, and provides executive-level briefings, proposals, and engagement plans. Work includes classified and controlled engagements under applicable facility-clearance and government rules, with strict separation of classified knowledge from unclassified marketing. The position is based on-site in Washington, D.C., at least four days per week, with travel that may reach 25%–33% domestically or internationally. Relocation assistance is not authorized.

  • Engage national laboratories, the DOE Isotope Program, program offices, consortia, and critical-minerals and industrial-base offices to shape roadmaps, specifications, qualification programs, and stockpile plans before requirements are written.
  • Serve as the team’s expert on federal industrial-capacity funding instruments, maintain relationships with the offices that administer them, advise campaigns on suitable instruments, and support the Head of Business Development on capital pursuits.
  • Translate customer requirements into actionable internal strategy and execution across 3M business units and other functions.
  • Build and manage a disciplined opportunity pipeline, including qualification, forecasting, and Salesforce CRM rigor.
  • Build and maintain relationships with decision-makers and influencers across NNSA, DOE, contractors, site operators, laboratories, consortia, the Isotope Program, fuel fabricators, and reactor developers.
  • Operate within classified and controlled engagements under 3M facility-clearance and government rules, keeping classified knowledge separate from unclassified marketing.
  • Deliver executive-level briefings, proposals, and strategic engagement plans to senior 3M and customer stakeholders.
  • Develop business development strategies informed by market trends, policy and budget developments, competitor activity, and customer needs.
  • Provide strategic direction to cross-functional teams spanning divisions, product management, channel, contracts, legal, export control, and finance to integrate 3M capabilities into DOE programs.
