About The Position

LMI is seeking a Level III Business / Data Analyst to establish the assessment and reporting foundation for Department of Veterans Affairs Agile and Atlassian Cloud modernization initiatives. The role combines business process discovery, quantitative analysis, stakeholder interviews, and operational reporting to help leaders make informed decisions about readiness, sequencing, training, and tool adoption. The analyst will document current work-management practices; analyze Jira Cloud usage, workflow patterns, survey responses, and interview findings; and maintain a reliable inventory of teams, projects, and readiness needs. Using Excel and Power BI or Tableau, the analyst will turn disparate information into clear findings, repeatable classifications, practical recommendations, and portfolio-level measures. The role requires understanding the meaning and limitations of measures, distinguishing reported behaviors from observed evidence, and working with users to resolve inconsistencies. The analyst will partner with platform, training, engineering, and administration teams to validate data mappings and translate assessment results into onboarding support tiers and learning paths. The position is based in the United States and is remote.

Requirements

Bachelor's degree in business analytics, business administration, information systems, statistics, economics, or a related field; four additional years of relevant experience may substitute for a bachelor's degree.
At least 3 years of relevant business analysis, process analysis, reporting, or quantitative analysis experience.
Experience with Jira reporting, data extraction, and assessment of workflow or process use.
Strong Excel capabilities and hands-on Power BI or Tableau skills.
Ability to conduct stakeholder interviews, document requirements, and validate data quality.
Ability to obtain and maintain a favorable Public Trust determination and satisfy applicable federal personnel vetting, security, privacy, accessibility, and data-handling requirements.
Atlassian ACP-120 (Jira Administration for Cloud) or SAFe Lean Portfolio Management (LPM) certification.
Experience organizing interview notes, survey results, and system-generated data into defensible findings and practical business recommendations.
Ability to write concise requirements, process narratives, KPI definitions, and validation procedures for technical and nontechnical audiences.

Nice To Haves

Prior experience supporting the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), or federal health programs.
Experience with survey analytics, portfolio KPIs, and federal IT organizations.
SQL, Confluence, and Jira Align exposure.
Knowledge of Agile delivery, portfolio terminology, and change measurement in large, distributed organizations.
A master's degree in business analytics, information systems, data science, statistics, or public policy.
Additional certifications such as IIBA Certification of Capability in Business Analysis (CCBA), Certified Business Analysis Professional (CBAP), or Microsoft Power BI Data Analyst (PL-300).

Responsibilities

Inventory projects, teams, tooling, workflows, user populations, and current-state Jira Cloud configurations.
Document current Jira usage and processes; run readiness surveys and interviews; analyze Jira and survey data; track Agile and portfolio metrics; and maintain data quality.
Develop and administer readiness surveys, structured interviews, and stakeholder validation workshops.
Analyze survey results, Jira Cloud activity, Agile maturity, and portfolio measures to classify needs and support delivery-wave sequencing.
Define metric specifications, data dictionaries, quality checks, and repeatable data-collection procedures.
Build analyses in Excel, Power BI, or Tableau and prepare concise findings presentations for operational and leadership audiences.
Partner with platform and training teams to translate assessment results into onboarding support tiers and learning paths.
Design and maintain structured assessment tools, interview protocols, process maps, inventories, and documented classification criteria for teams and work-management practices.
Reconcile survey participation, Jira project data, workforce rosters where authorized, and team-provided information; flag missing or conflicting records.
Define baseline and follow-up measures for readiness, team maturity, Jira Cloud adoption, training progress, and data completeness, including clear denominators and refresh rules.
Produce traceable findings readouts, dashboards, and prioritized recommendations that explain assumptions, exceptions, and data-quality limitations.
Collaborate with engineers and platform administrators to validate source-to-report mappings and ensure metrics remain accurate after configuration changes.
