Serves as a NOM for the Cleveland District at the Cleveland ARTCC SOC, WCQ31-ZOB. The incumbent is the principal technical expert for developing solutions to unanticipated situations affecting operationally critical National Airspace System (NAS) systems. The role provides Agency-wide leadership for highly complex technical activities, including work that may require innovative approaches to problems that have resisted earlier resolution. The position leads large, challenging, and complex projects or teams; establishes program goals and objectives; formulates project plans; and identifies, obtains, distributes, and tracks resources. It represents the FAA as a senior technical authority, works with high-level internal and external customers to resolve complex issues, and may commit resources to accomplish the agency’s mission. The incumbent independently evaluates nationwide trend data, stays current on technology and new systems, and recommends system and air traffic operations enhancements to senior managers. The incumbent coordinates with air traffic entities to shut down and restore facilities, systems, and services while protecting air traffic operations, and resolves restoration problems with minimal NAS impact. The position formulates local Standard Operating Procedures for emergency and safety situations, provides timely upward reporting of NAS information affecting operations (including NOTAM and SAL paging functions), and serves as management’s representative during non-administrative hours. It integrates Operational Risk Management into restoration, scheduled maintenance, and planned projects, involving customers and service users in planning and implementation. Technical decisions are authoritative within the assigned specialty area, and the work directly supports the safe and continuous operation of the NAS. Employment conditions include U.S. citizenship, applicable Selective Service registration, submission of an SF-50, a valid driver’s license, and pre-employment or ongoing drug and alcohol testing. The position may require a background investigation, a one-year probationary period, and filing a financial disclosure statement within 30 days of entry on duty. The role is covered by the FAA Core Compensation Pay Plan and is subject to a moderate-risk security requirement. A supervisory endorsement is required by the announcement closing date if selection would constitute a promotion from Career Level IV to Career Level V.
