About The Position

This is a Care Manager 3 position within the Area Agency on Aging, assigned to the Protective Services Unit within the Social Services Department. The employee is expected to perform a variety of tasks required of an Aging Protective Services Investigator.

Requirements

  • Knowledge of the laws, rules and regulations governing the protective services program.
  • Knowledge of client conditions that permit or require the intervention of court supervision.
  • Knowledge of social casework principles and methods.
  • Knowledge of the availability of community support services for the benefit of elderly clients.
  • Knowledge of current social, economic and health problems and resources as they relate to older adults.
  • Knowledge of individual and group behavior and ways of working effectively with older adults who have social, economic, emotional or health problems.
  • Skill in the development of plans to address the needs of vulnerable older adults.
  • Ability to establish and maintain effective working relationships with clients, other members of the staff, outside agencies, institutions and the general public.
  • Ability to plan and organize work, prepare adequate records and reports, set priorities and maintain a caseload of clients in an effective manner.
  • Ability to clearly express ideas orally and in writing and to interpret laws and regulations.
  • Ability to maintain confidentiality in high pressure situations.
  • Ability to understand and accept the needs and rights of other persons and to work with older adults who are physically disabled or economically disadvantaged.
  • Ability to work effectively with people and aid them to grow in the constructive use of their potential in adjusting to their specific problems.
  • One year as an Aging Care Manager 2 or Aging Program Assessor; or One and one-half years of professional human services, law enforcement, or nursing experience; and a bachelor's degree in social sciences, behavioral sciences, human services, or a closely related field; or Any equivalent combination of experience and training which includes six months of professional human services, law enforcement or nursing experience.
  • Be a resident of Pennsylvania.
  • Absence of any discipline above the level of written reprimand during the 12 months preceding the closing date.
  • Last due overall regular or probationary performance evaluation was higher than unsatisfactory.
  • A minimum of twelve months in the next lower class(es) by the closing date of this posting 09/08/2026.

Responsibilities

  • Record a Report of Need for Protective Services and determine category and priority of need.
  • Investigate all allegations of abuse and all categories of abuse on the Report of Need within regulatory time frames.
  • Conduct a Face-to-Face visit with the older adult within regulatory time frames.
  • Interview all collateral contacts pertinent to the case, including the alleged perpetrator of the abuse, and collect all necessary evidence and documents.
  • Work with other agencies and entities (Law Enforcement, financial institutions, medical community, Domestic Violence services, etc.) to reach a conclusion regarding the case.
  • Determine case outcome as substantiated or unsubstantiated.
  • Take necessary actions to ensure the safety of the older adult, such as arranging for Aging services, assuring medical intervention, assisting with Protection of Abuse orders, assisting with Eviction Notices, assisting with placement, applying for Representative Payee, and other protective actions.
  • Assist older adults in applying for entitlement programs (LIHEAP, PACE, Medicaid, SNAP, Tax/Rent rebates, Shared Ride Transit, etc.).
  • Use legal intervention as necessary to gain access to the older adult or participate in guardianship proceedings.
  • Testify in Court, if needed.
  • Conduct reassessments as required.
  • Conduct a final reassessment on substantiated cases before closing.
  • Refer cases to other AAA services (OPTIONS, Care Management, Aging Waiver, Caregiver Support Program, Active Adult Centers, etc.) as appropriate.
  • Document all case activity in the Well-Sky database.
  • Provide protective services phone coverage on a rotating basis to receive new referrals during business hours.
  • Volunteer for paid after-hours crisis coverage on a rotating basis.
  • Complete statistics, reports, case records, and other forms within required time frames.
  • Attend all trainings pertinent to the Protective Services Investigator job classification.
  • Attend relevant Seminars, Webinars, in-services, and Supervisory meetings.
  • Interpret AAA programs and Protective Services regulations to individuals, the public, and other agencies.
  • Perform other duties as assigned by the Supervisor.
