About The Position
WisEngineering, LLC is seeking a Technical Writer / Strategic Communications Specialist with an engineering or technical background to support senior-level Science and Technology initiatives for the U.S. Army Combat Capabilities Development Command Armaments Center (DEVCOM AC) at Picatinny Arsenal in Dover, New Jersey. The role bridges technical development and executive-level strategic justification, creating narratives and materials that support and secure resources for next-generation systems for the U.S. Army warfighter. The supported work spans research, development, and engineering for advanced kinetic energy systems, fire control, munitions, digital engineering, and artificial intelligence. The successful candidate will be a direct W-2 employee of WisEngineering and must be a U.S. citizen who is eligible to obtain and maintain a U.S. Department of Defense security clearance. The position offers an annual salary of $110,000–$125,000, commensurate with experience. Requirements
- Bachelor’s degree in Engineering, Physical Sciences, Computer Science, Technical Writing, Communications, Public Policy, Business Administration, Project Management, English, or a related field; engineering and technical degrees are strongly preferred.
- Three to five years of post-degree experience in technical writing, strategic communications, defense program analysis, or engineering project management.
- Exceptional written and oral communication skills, including the ability to present complex engineering concepts clearly and authoritatively to leadership and non-technical stakeholders.
- Ability to synthesize complex engineering data, technical specifications, and budget spreadsheets into cohesive, executive-ready documentation.
- Intellectual agility, meticulous attention to detail, collaborative problem-solving ability, and a professional, team-oriented approach.
- Must be a U.S. citizen and eligible to obtain and maintain a U.S. DoD security clearance.
Nice To Haves
- Prior experience supporting DEVCOM AC, Picatinny Arsenal, or Army Futures Command programs.
- Familiarity with the DoD acquisition lifecycle, FAR/DFARS standards, PPBE processes, or congressional appropriations.
- Familiarity with kinetic weapon systems, munitions, fire control, microelectronics or chip-level research, or applied AI and data tools.
Responsibilities
- Draft, edit, and present white papers, strategic briefs, executive summaries, technical assessments, and responses to congressional inquiries that communicate and defend technical direction and modernization roadmaps.
- Translate engineering data, cost estimates, and budget requirements into persuasive funding and program-justification arguments, emphasizing operational relevance, cost-to-benefit ratios, and mission urgency.
- Track program milestones and coordinate with engineering, scientific, and financial teams so strategic narratives accurately reflect operational realities and technical progress.
- Apply a functional understanding of the Department of Defense Planning, Programming, Budgeting, and Execution (PPBE) lifecycle to explain the strategic impact of fiscal decisions and advocate for program resources.
