About The Position

This position is responsible for full life cycle recruiting, screening and recommending placement of staff by using creative sourcing methods (internal and external) in support of the agency’s mission. In addition, this position is responsible for workforce planning and development. Under the supervision of the Director of Human Resources, this position will serve as an expert for recruiting candidates and succession planning. The Recruiter will interact with leadership and Human Resources team to source, select and develop internal candidates for open positions. The Recruiter must also be familiar with the Guiding Values issued by the Developmental Disabilities Administration. At all times, the Workforce Planning Specialist will seek to act in accord with the principles and values expressed in the guidelines and uphold the agency mission “to serve individuals with developmental disabilities by providing an array of residential and other support services that will result in maximizing the person’s quality of life.”

Requirements

  • Use of Applicant Tracking Systems (ATS), HRIS platforms, and Microsoft Office (Word and Excel).
  • Use of Indeed and other recruiting platforms to manage candidate pipelines.
  • Application of state and federal employment laws during the recruitment and selection process.
  • Execution of recruitment procedures including selection, compensation, benefits, and labor relations.
  • Ability to meet hiring deadlines and quantitative recruitment quotas.
  • Written and verbal documentation of recruitment information for internal and external stakeholders.
  • Identification of process errors or recruitment obstacles and reporting of these findings to HR leadership.
  • Management of personal and team timelines to meet defined hiring goals.
  • Direction of recruitment activities for specific roles and departments.
  • Minimum 2 years of recruiting or workforce planning experience in the supported living field.
  • Bachelor’s degree in Human Resources; relevant professional experience may be considered in lieu of degree.
  • Experience with Microsoft Office Suite and ability to learn new software.
  • Washington State driver’s license, current vehicle insurance, and eligibility for coverage under the agency’s automobile insurance plan.
  • Background inquiry clearance from an authorized state agency.

Responsibilities

  • Partner with hiring managers and HR leadership to determine staffing needs.
  • Manage the recruitment process from start to finish, including posting job vacancies, sourcing candidates, and screening applications.
  • Conduct interviews by phone, virtual platforms, or in-person.
  • Administer candidate assessments and complete reference and background checks.
  • Present employment offers and explain benefits, compensation, and agency agreements to candidates.
  • Coordinate hiring workflows for Direct Support Professionals (DSP) with HR Coordinators and Compliance Managers.
  • Coordinate hiring workflows for administrative and non-DSP roles with relevant hiring managers.
  • Manage internal promotions and transfers in coordination with HR leadership.
  • Maintain and update the applicant tracking system (ATS).
  • Provide training and guidance to hiring managers on how to use the ATS and follow established hiring procedures.
  • Collect and track hiring metrics to assist in departmental planning and reporting.
  • Represent the agency as a brand ambassador at career fairs, events, and community meetings.
  • Build and maintain relationships with schools, community organizations, and workforce groups to identify new recruitment sources.
  • Participate in task forces, committees, and professional organizations to promote the agency and stay informed on industry trends.
  • Identify barriers to recruitment and retention and work with program staff to develop strategies to address these challenges.
  • Administer surveys to assess vacancy rates, service needs, and training requirements.
  • Facilitate internal and external discussions, such as training sessions, roundtables, and webinars, regarding workforce and recruitment concerns.
  • Assist the HR Director in developing succession plans and career pathways for staff.
  • Ensure all hiring practices follow federal and state employment laws and regulations.
  • Attend mandatory staff meetings, training sessions, and seminars.
  • Complete annual training requirements, including First Aid, CPR, Bloodborne Pathogens, and Mandated Reporter status.
  • Operate a personal or agency vehicle for business use. Maintain a valid Washington State driver’s license, vehicle registration, and insurance.
  • Provide a driver’s abstract every year or upon agency request.
  • Perform other daily duties as assigned.
