About The Position

The Workforce Development Program Consultant leads the Partnerships for Reentry Opportunities in Workforce Development (PROWD) grant initiative across Capital Area Workforce Development’s five‑county region. This role ensures consistent, high‑quality service delivery by managing program operations, monitoring performance, overseeing budgets, and ensuring compliance with grant and contractual requirements. The Consultant serves as a key connector among local partners, workforce boards, and regional stakeholders to support individuals returning to the workforce. This position works closely with PROWD Program Managers from neighboring workforce boards, the Regional Reentry Manager, and local agencies to build strong partnerships that expand opportunities for justice‑involved jobseekers. The ideal candidate will have experience coordinating community partnerships, engaging employers, and managing complex programs that require collaboration, attention to detail, and a commitment to equitable workforce outcomes.

Requirements

  • Associate's degree in Public Administration, Business Administration, Human Resources Management or related field
  • Two years of job-related experience
  • Equivalent education and experience are accepted
  • Experience with grant or project coordination/management to ensure model integrity and contractual compliance.
  • Excellent written and oral communications skills.
  • Ability to perform normal duties with minimal supervision.
  • Ability to build and coordinate community partnerships.
  • Excellent organizational skills and ability to maximize the use of time.
  • Ability to manage diverse tasks, accurately compile information, and submit reports in timely fashion.
  • Ability to track program expenditures and develop procedures for record‑keeping, budget monitoring, and sustaining program components.
  • Ability to utilize office equipment and relevant technology (software and systems) to meet business needs (e.g., Microsoft Office and GPMS).

Nice To Haves

  • Five years’ experience effectively managing programs or Federal grants
  • One year experience working in reentry services or the justice system
  • Proficient Bilingual English/Spanish communicator

Responsibilities

  • Manage PROWD program operations, performance, and compliance across the service area.
  • Oversee program budgets, expenditures, and required financial and performance reporting.
  • Build and maintain partnerships with community organizations, employers, and justice‑system stakeholders.
  • Coordinate program resources, materials, and strategies that support successful workforce reentry.
  • Conduct monitoring and quality assurance to ensure consistent, high‑quality service delivery.
  • Collaborate with regional PROWD teams to align practices and maintain program consistency.
  • Prepare program documentation, reports, and data to support performance and sustainability.
