About The Position

The Department of Hospitals & Surgical Health Services establishes the Government of Alberta’s strategic direction for health, including advising government on health policy, legislation and standards, and public health concerns; monitoring and reporting health system performance; setting policies and priorities for the electronic/digital health environment; and providing oversight and ensuring accountability across the health system. This position resides in the Ministry of Hospitals & Surgical Health Services under the Strategic Services and Procurement Division, Strategic Policy and Initiatives Branch.

Requirements

  • Senior-level experience in policy development, collective bargaining, or health system strategy.
  • Preparing briefings and decision materials for senior leadership in a public-sector environment.
  • Conducting policy research and analysis
  • University graduation in a related field (Arts, Public Administration, Business Administration, Health Administration, and Labour Relations) plus 4 years progressively responsible related experience for PS4.
  • University graduation in a related field (Public Administration, Political Science, Social Science, Health Policy, and Health Sciences) plus 2 years progressively responsible related experience for PS3.
  • Equivalency: Directly related education or experience considered on the basis of: 1 year of education for 1 year of experience; OR 1 year of experience for 1 year of education.

Responsibilities

  • Develop and advance workforce compensation policy, strategies, and implementation actions aligned with ministry and acute care priorities.
  • Conduct policy research, analysis, and strategic development to support workforce compensation and resilience initiatives.
  • Manage relationships and build networks across internal, cross ministry, and external stakeholders to inform policy advice and implementation.
  • Collaborate with health system partners and government colleagues to support initiatives such as the Acute Care Action Plan.
  • Ensure health standards, evidence based practices, quality, and access considerations are incorporated into policy.
  • Prepare briefings, updates, and materials for senior leadership, including executive and ministerial stakeholders.
  • Monitor Canadian and international trends, innovations, and models related to workforce compensation.
  • Plan, organize, and participate in meetings and committees, representing the Unit, Branch, Division, or Ministry as required.
  • Support policy review and development by applying appropriate tools, methods, and resources.
  • Conduct research and analysis, including jurisdictional scans, to inform policy initiatives.
  • Contribute to assigned branch policy files and support delivery of ongoing policy work.
  • Assist in planning and coordinating meetings, workshops, and planning sessions.
  • Prepare meeting materials, presentations, speaking notes, and summaries of outcomes.
  • Draft and update briefings, issues papers, agendas, and presentations in accordance with government standards.
  • Support coordination of briefing materials and responses related to emerging issues and consultations.
  • Review and analyze information to support accurate advice and briefings for senior leadership.
