About The Position

The Department of Hospitals & Surgical Health Services establishes the Government of Alberta’s strategic direction for health, including advising government on health policy, legislation and standards, and public health concerns; monitoring and reporting health system performance; setting policies and priorities for the electronic/digital health environment; and providing oversight and ensuring accountability across the health system. This position resides in the Ministry of Hospitals & Surgical Health Services under the Strategic Services and Procurement Division, Strategic Policy and Initiatives Branch.

Requirements

  • Senior-level experience in policy development, collective bargaining, or health system strategy
  • Preparing briefings and decision materials for senior leadership in a public-sector environment.
  • Conducting policy research and analysis
  • A university graduation in a related field (Arts, Public Administration, Business Administration, Health Administration, and Labour Relations) plus 4 years progressively responsible experience for PS4
  • A university graduation in a related field (Public Administration, Political Science, Social Science, Health Policy, and Health Sciences) plus 2 years progressively responsible related experience for PS3

Responsibilities

  • Lead the research, development, and implementation of workforce policy, strategies, and actions to advance Ministry priorities, with a focus on acute care workforce resilience and compensation policy.
  • Coordinate and support the implementation of workforce action plans by collaborating with internal partners, other GoA ministries, and external health system stakeholders (e.g., Acute Care Alberta, colleges, labour organizations).
  • Analyze and interpret national and international trends, models, and innovations in acute health care workforce policy to inform evidence‑based policy advice.
  • Develop briefing materials, project updates, and decision support documents for senior leadership, including Managers, Directors, Executive Directors, and Deputy Ministers.
  • Support the development of internal and external communications, including Ministerial correspondence and public‑facing materials.
  • Build and maintain strong working relationships and stakeholder networks to support policy development, research, and strategic advice.
  • Represent the Unit, Branch, Division, or Ministry on cross‑ministry and external committees and working groups.
  • Collaborate with unit and divisional colleagues to ensure health standards, evidence‑based practices, quality, and access initiatives are reflected in workforce policy.
  • Support strategic policy review and development by applying appropriate research methods, tools, and resources, including jurisdictional and environmental scans related to workforce policy.
  • Conduct research and analysis to support assigned policy and capacity‑building initiatives within the branch.
  • Assist in planning and supporting meetings, workshops, and strategy sessions to foster collaboration, knowledge translation, and strategic thinking.
  • Support project governance by developing meeting materials, presentations, speaking notes, and summaries to advance policy and strategic initiatives.
  • Assist with the facilitation of strategy and planning sessions with internal and external stakeholders, including preparing facilitation materials and summarizing outcomes.
  • Prepare high‑quality briefings, presentations, agendas, and speaking notes in accordance with government standards to support executive decision‑making.
  • Collaborate with ministry program areas and other GoA ministries to develop coordinated briefings, background materials, correspondence, and recommendations, ensuring consistency and accuracy.
  • Coordinate and support the development of strategic responses, issue papers, and briefings related to emerging and complex policy issues.
  • Analyze policy issues and related information to ensure senior leadership is well‑informed of risks, options, and progress on policy initiatives.
