About The Position

The Specialized Operations Manager serves as the Vermont DOC's Women's Services Director providing strategic leadership and operational oversight for programs, services, and facility operations serving incarcerated and supervised women within the Department of Corrections (DOC). This role coordinates multidisciplinary services, casework planning and reentry strategy, collaborates with facility leadership, manages vendor contracts, and leads the project management of a women's facility replacement initiative to ensure safe, dignified, and effective normative environments that are trauma-informed and gender-responsive.

Requirements

• Bachelor's degree AND three (3) or more years of experience in a supervisory or management position in the broad area of human services, INCLUDING two (2) years in either a correctional setting or in a role requiring frequent interaction with correctional facility administration and inmates, coordinating with a correctional facility program, or direct casework with correctional inmates.
• OR Four (4) years of military experience AND four (4) or more years of experience in a supervisory or management position in the broad area of human services, INCLUDING three (3) years in either a correctional setting or in a role requiring frequent interaction with correctional facility administration and inmates, coordinating with a correctional facility program, or direct casework with correctional inmates.
• OR Associate's degree AND five (5) or more years of experience in a supervisory or management position in the broad area of human services, INCLUDING four (4) years in either a correctional setting or in a role requiring frequent interaction with correctional facility administration and inmates, coordinating with a correctional facility program, or direct casework with correctional inmates.
• OR High school diploma or equivalent AND seven (7) or more years of experience in a supervisory or management position in the broad area of human services, INCLUDING six (6) years in either a correctional setting or in a role requiring frequent interaction with correctional facility administration and inmates, coordinating with a correctional facility program, or direct casework with correctional inmates.
• A current, valid driver's license is required.
• Candidates must pass any level of background investigation applicable to the position.
• Vermont and/or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion or demotion into an AHS classified position or are persons exercising re-employment (RIF) rights.

Responsibilities

• Ensure women in custody receive integrated, evidence-based services that address health, behavioral health, educational, vocational, reentry, and family engagement needs.
• Drive quality, compliance, and accountability across service delivery and contracted programs.
• Lead the planning and execution of the facility replacement project to achieve on-time, on-budget outcomes aligned with best practices for women in corrections.
• Represent the DOC in cross-agency initiatives, public meetings, legislative hearings, and strategic planning efforts related to women's services.
• Enhanced resident holistic safety, dignity, and preparation for reentry.
• Create, maintain, and strengthen community partnerships.
