About The Position

Apex Service Partners is seeking a VP of People Ops Shared Services to build and manage the centralized HR engine that supports over 150 locations nationwide. This role is crucial for handling the technical complexities of HR, including payroll, benefits, compliance, HRIS, compensation, labor, and M&A integration. The goal is to create scalable systems and playbooks that ensure consistent, compliant, and high-quality HR execution across all markets, enabling field HR and operational leaders to focus on talent, culture, and performance. This is a hands-on role with significant ownership, reporting directly to the Chief People Officer. The ideal candidate is motivated by scale, thrives on complexity, and has a proven history of developing shared services that are user-friendly for field teams.

Requirements

  • 10+ years of progressive HR experience with deep, hands-on expertise across at least 4 of: Payroll, Benefits, HRIS, Compensation, Labor/Employment Law, M&A HR Integration.
  • Proven track record building or scaling HR shared services in a multi-site, decentralized environment (100+ locations or equivalent).
  • Experience integrating acquired companies into HR systems and programs at speed.
  • Strong working knowledge of multi-state labor law, compliance, and employment risk.
  • Fluency in HRIS platforms (Workday, UKG, ADP, or similar) and comfortable owning the HR tech roadmap.
  • Data-driven with experience setting KPIs, building dashboards, and managing to metrics.
  • Scrappy and resourceful with the ability to build efficiently and get things done.

Nice To Haves

  • Prior experience in home services, trades, or other high-volume, blue-collar industries.
  • Experience in a PE-backed or rapidly acquiring company.
  • Prior P&L exposure or operational business partnership at the regional or divisional level.

Responsibilities

  • Lead centralized delivery of Payroll, Benefits Administration, Compensation & Total Rewards, HRIS/HR Technology, Labor & Employment Law, and M&A HR Integration.
  • Build and maintain scalable SOPs and playbooks for consistent execution across 150+ locations.
  • Reduce variance in HR operations while ensuring field HR's job is made easier.
  • Audit current HR workflows to determine central vs. local ownership and execute transitions.
  • Drive improvements in HRIS data integrity, payroll accuracy, benefits enrollment, and processing times.
  • Partner with Tech Services on an HR technology roadmap, including vendor evaluation and platform consolidation.
  • Own the HR integration playbook for acquired companies, aiming for full Shared Services onboarding within 5 business days of close.
  • Ensure new companies are integrated into benefits, payroll, HRIS, and compliance programs efficiently.
  • Lead multi-state labor law and compliance strategy with proactive monitoring systems.
  • Assess and mitigate employment legal exposure.
  • Build and develop a lean, high-performing Shared Services team with a service-oriented culture.
  • Provide coaching and development plans for direct reports.
  • Act as a trusted partner to field HR leaders and operational executives.
