About The Position

The VP of Human Resources will establish and implement Human Resource efforts that effectively communicate and support the company’s mission and strategic vision. This role involves developing Human Resource plans and strategies to support the achievement of overall business operations objectives, functioning as an internal strategic business advisor to executive/senior management, and working with the executive management team to establish a sound plan of management succession. The position also entails developing comprehensive strategic recruiting and retention plans, and creating and implementing comprehensive compensation and benefits plans that are competitive and cost-effective. The VP will provide overall leadership and guidance to the Human Resource function, overseeing talent acquisition, career development, succession planning, retention, training, leadership development, compensation, and benefits globally. This role acts as a strategic business consultant, assessing capability gaps against future needs, and planning, directing, implementing, and overseeing human resources activities. The VP is responsible for preparing and maintaining operational/capital budgets, preparing personnel forecasts, advising on company policy regarding equal employment opportunities, compensation, and employee benefits, and serving as an advocate for employees while advising management on employee relations issues. The role also includes overseeing the analysis and maintenance of records required by law, preparing employee surveys and wage analysis, updating pay scales, and providing analysis and recommendations for new or existing procedures and systems. Additionally, the VP will plan and control feedback and communication channels, prepare written and oral reports, recruit, interview, hire, and train new team members, approve employee separations and conduct exit interviews, evaluate HR staff performance, and ensure departmental confidentiality. The position requires providing exceptional customer service and maintaining a professional work environment, and assisting in other projects as directed. Duties are subject to change, and hours are determined by a 24-hour schedule.

Requirements

  • Must be a minimum of 18 years of age or older upon employment.
  • Bachelor’s degree in business administration, Human Resources Management from four-year college or university or related disciplines or equivalent Human Resource experience required.
  • 15 years supervisory experience and 15 years human resource experience, working knowledge of employment and labor law, costing principles and budgeting.
  • Must have the ability to deal effectively and interact well with the employees of the Downstream Casino Resort.
  • Must have experience in the preparation of budgets; ability to author and modify policies and procedures; update employee handbooks as needed.
  • Must demonstrate leadership, fairness, and sensibility to customers and employees.
  • Excellent human relations and communication skills, both written and verbal.
  • Ability to write routine correspondence and to speak effectively to the public, employees, and customers.
  • Must have the ability to deal effectively and interact well with customers and employees.
  • Must be able to conduct thorough, confidential, unbiased investigations and provide recommendations based on results to the General Manager.
  • Must have the ability to resolve problems/conflicts in a diplomatic and tactful manner.
  • Must be able to be approved for and maintain a valid gaming license.
  • Must be able to read, write, speak, and understand English.
  • Must be able to respond to visual and oral cues.
  • Work nights, weekends, and holidays as required.
  • Employment is contingent upon a favorable outcome of background investigation and drug screening.

Nice To Haves

  • Master’s degree in related field preferred.
  • Experience with Native American law, sovereignty issues, etc., strongly preferred.
  • National Native Human Resources Association Certified Professional required (THRP) Tribal Human Resources Professional.
  • SHRM PHR or SPHR certification preferred.

Responsibilities

  • Function as an internal strategic business advisor to the executive/senior management of each business unit or specialty group regarding key organizational and management issues.
  • Work with the company's executive management team to establish a sound plan of management succession that corresponds to the strategy and objectives of the company.
  • Develop comprehensive strategic recruiting and retention plans to meet the human capital needs of strategic goals.
  • Develop and implement comprehensive compensation and benefits plans that are competitive and cost-effective.
  • Provide overall leadership and guidance to the Human Resource function by overseeing talent acquisition, career development, succession planning, retention, training, leadership development, compensation, and benefits globally.
  • Act as a strategic business consultant and assess capability gaps against future needs of the organization.
  • Plan, direct, implement and oversee human resources activities including recruitment, employment, compensation, benefits, training, employee relations and communications.
  • Prepare and maintain operational/capital budget through economical utilization of personnel, material, and equipment.
  • Prepare personnel forecasts for project employment needs.
  • Advise Directors/managers of company policy regarding equal employment opportunities, compensation, and employee benefits.
  • Serve as an advocate for employees, while advising management regarding appropriate resolution of employee relations issues.
  • Oversee the analysis, maintenance, and communication of records required by law, local governing bodies, or other departments in the tribal entity.
  • Prepare and generate employee surveys, wage analysis, census, personnel statistics, regulatory compliance/investigative summaries, and general periodic information updates.
  • Update pay scales, classify all positions and place into appropriate groups, i.e., Lead, Dual Rate, Supervisor, Manager, Director, etc.
  • Provide the analysis, evaluation, and recommendation affecting the development or changing of new or existing procedures and systems as they affect employee performance, efficiency, and morale.
  • Plan and control feedback, report and communication channels that encourage timely and effective communication within and between departments in the division and all other areas of the Downstream Casino Resort.
  • Responsible for preparing written and oral reports to the General Manager as directed.
  • Recruits, interviews, hires, and trains new team members.
  • Approves employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations.
  • Evaluates Human Resources staff performance and provides immediate feedback to improve productivity.
  • Ensure confidentiality throughout the department.
  • Provides exceptional customer service to all patrons and communicates in a pleasant, friendly, and professional manner.
  • Maintain a professional work environment with supervisors and staff.
  • Assist in other projects as directed.
