US Immigration Program Manager (Strategy & Operations)

Meta•San Francisco, CA
•$136,000 - $197,000

About The Position

Meta is seeking an experienced U.S. Immigration Program Manager to lead the operating model and program direction for U.S. employment-based immigration. The role serves as a subject-matter expert on case filings and compliance operations and is accountable for filing quality, accuracy, and timeliness at scale, the program’s U.S. compliance posture, and the frameworks, playbooks, and tools that support delivery. The position partners with Recruiting, People Partners, Legal, external counsel, and business leaders to address complex U.S. immigration challenges, maintain regulatory compliance, and improve case management operations. It is a senior individual-contributor role with significant autonomy, requiring the person to set priorities, resolve ambiguous cross-functional problems, and influence decisions without direct authority.

Requirements

  • 12+ years of progressive experience in U.S. employment-based immigration, with responsibility for case filings, compliance program design, and immigration operations, including end-to-end ownership of complex programs at scale.
  • Bachelor’s degree in a directly related field, or equivalent practical experience.
  • Deep expertise in U.S. employment-based nonimmigrant visa categories and permanent-residence pathways, including PERM, immigrant petitions, adjustment of status, and consular processing.
  • Demonstrated experience designing and operating U.S. immigration compliance frameworks, setting program direction, and establishing decision rights and controls across teams and external providers.
  • Proven ability to oversee high-volume, complex filing portfolios through operational teams and outside counsel while maintaining high accuracy and compliance standards.
  • Track record of developing scalable processes, playbooks, and quality frameworks that deliver measurable improvements across multiple teams.
  • Experience managing external law-firm and immigration-vendor relationships, including setting quality expectations and enforcing SLAs.
  • Demonstrated ability to influence senior Legal, HR, Recruiting, and Finance stakeholders, resolve competing priorities, and drive decisions in ambiguous situations without direct authority.
  • Experience leveraging AI or automation tools to improve efficiency in compliance monitoring and case-processing workflows.

Nice To Haves

  • Experience operating within a global technology company or similarly complex, high-volume immigration environment.
  • Ongoing AI skill development, such as prompt or context engineering and agent orchestration, and staying current with emerging AI technologies.
  • Experience implementing responsible and ethical AI practices, such as risk assessment, bias mitigation, and quality and accuracy reviews.
  • J.D., relevant immigration or compliance qualification, or equivalent professional training.
  • Experience coordinating cross-border cases and partnering with regional immigration specialists outside the U.S.
  • Data-driven approach to measuring filing quality, cycle times, compliance health, and vendor effectiveness.
  • Demonstrated ability to integrate AI tools to optimize or redesign workflows and deliver measurable impact, such as efficiency gains or quality improvements.
  • Hands-on familiarity with immigration case-management platforms and HR technology systems.
  • Experience supporting workforce restructuring, M&A integration, or new-market entry from an immigration filings and compliance perspective.

Responsibilities

  • Own the design, maintenance, and improvement of Meta’s U.S. immigration operating model and compliance framework, including decision rights and controls for right-to-work verification, government reporting, audit readiness, and regulatory change management, in partnership with Legal, HR, and outside counsel.
  • Serve as a senior subject-matter expert on U.S. employment-based nonimmigrant and immigrant filings, partnering with Legal and outside counsel on case strategy, filing requirements, and adjudication trends.
  • Oversee complex, high-profile, and time-sensitive immigration filings at the program level; personally lead selected escalations while scaling case preparation and execution through operational teams and outside counsel.
  • Develop and maintain standardized filing playbooks, templates, checklists, and quality-control protocols for consistent, high-quality case preparation at scale.
  • Monitor U.S. regulatory developments and translate new requirements into updated policies, processes, and operational guidance with Legal and outside counsel; coordinate with regional immigration leads on cross-border dependencies.
  • Drive technology and process innovation in case-management workflows, including automation, AI-assisted checks with human review, and system enhancements to reduce cycle times and improve accuracy.
  • Act as an escalation point for complex filing scenarios, RFEs, denials, and novel immigration questions; partner with Legal and outside counsel on resolution and address systemic causes through process improvements.
  • Establish and enforce quality standards and SLAs for external immigration counsel and service providers, review work product, and drive accountability for filing accuracy and timeliness.
  • Partner with Legal, People Partners, Recruiting, and Finance to align U.S. immigration operations with workforce planning and talent strategy, resolve competing priorities, and clarify handoffs. The PERM recruitment team owns recruitment execution, while this role owns overall immigration case progression.
  • Develop compliance dashboards, reporting mechanisms, and audit processes that show filing volumes, cycle times, compliance health, and risk exposure; use these measures to prioritize improvements and hold teams and vendors accountable.
  • Set and drive a multi-quarter roadmap for the U.S. immigration program, identifying high-impact problems, making the case for investment, and sequencing initiatives against business priorities, risk, and delivery capacity with minimal management oversight.
