About The Position

King County’s Finance and Business Operations Division, Treasury section, is seeking a Fiscal Specialist 3. This is a Term Limit Temporary (TLT) position available through December 31, 2026. The 35 hour/week position will work from the office as well as at home, depending on operational and business needs. In office requirements may change as required by King County business needs and for meetings/events. We are seeking an individual with strong interpersonal skills, a sharp eye toward accuracy and detail, and an inquisitive eagerness to become a subject matter expert in multiple treasury disciplines. Each day you will build upon your reputation as one who effectively uses systems, tools, and analytical thinking to sleuth out puzzling payment and account issues. Your curious mindset and ability to stay focused on the tasks at hand enable you to methodically administer to daily work. You manage your time exceptionally well as you work through assigned activities each day, working both autonomously and collaboratively with others. Periodically as assigned, you will dedicate your time to directly interact with the public to respond to their needs and you do so with professionalism, kindness, empathy, and respect.

Requirements

  • Practical knowledge of Treasury’s property tax system and supporting applications.
  • Demonstrated skill in “Account Triage” which is described as deconstructing tax account details for the purpose of understanding and resolving errant or questionable information.
  • Demonstrated attention to detail and accuracy, time management and organizational skills; ability to organize multiple tasks and effectively handle customer concerns and needs that may have competing priorities.
  • Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products.
  • Basic proficiency in using Microsoft Excel & Word.
  • Strong communication, interpersonal, writing and customer service skills.
  • Experience working in front line customer service or billing and collection.
  • Ability to work with people from diverse backgrounds.
  • Ability to work remotely and able to work onsite periodically based on operational needs.

Nice To Haves

  • Experience with LEAN processes and principles
  • Experience with SharePoint, MS Teams and other collaborative online tools

Responsibilities

  • Understand and practically apply State statute, King County Code, and internal procedures to effectively administer property tax accounts.
  • Proficiently use the many tools, systems, and applications for tax account administration; develop understanding of end-to-end processes and stakeholders involved, thereby expanding your analytical thinking, problem solving and troubleshooting skills.
  • Recognize, diagnose, and reconcile account and payment irregularities; leverage strong system knowledge to troubleshoot issues; accurately analyze, research, and resolve property tax payment discrepancies.
  • Depending on business needs and staffing resources throughout each year, this position requires periodically switching to customer service tasks such as front-facing customer service and/or responding to taxpayer phone and email inquiries.
  • Utilize various systems and tools needed to facilitate data interfaces, refunds, payment adjustments and movement of funds; understand, track and adjust funds and accounts as needed; maintain and populate spreadsheets.
  • Personally handle communications and responses which may require independent judgment; respond to customer inquiries including payment, billing, and collection issues.
  • Draft letters and email communications; prepare and send statements, notices, and warrants; organize, prepare, and maintain records and reports to ensure that work is accomplished in accordance with objectives, procedures and State law.
  • Actively participate and engage with other team members to foster collaborative problem solving.
  • Consistent with King County values and goals of customer service excellence, provide information to customers in a courteous and respectful manner, even if customers are challenging and difficult; accurately communicate details related to property accounts and taxpayer issues.
  • Apply active listening skills to understand internal and external customer needs; use systems and resources to gather information; analyze information and problem solve account details; provide clear information and direction.
  • Cross train with others as directed; work independently as needed or in teams; work remotely or in an office setting depending upon direction and needs.
  • Perform duties as assigned.
