About The Position

Apply for this Fiscal Management Specialist 3 position and serve as the PA CareerLink® Finance & Budget supervisor with the Department of Labor & Industry’s Bureau of Workforce Development Administration, Grants Fiscal Services Division. We will rely on you to supervise and coordinate the day-to-day administration of federal and state funded workforce programs’ budget, fiscal, administrative, and analytical services. As a Fiscal Management Specialist 3, you will support the financial coordination, oversight, and analysis of statewide workforce program funding. Your work will be essential for ensuring that funding is used properly to help program operations meet the needs of the workers and employers we serve.

Requirements

  • One year as a Fiscal Management Specialist 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or Two years of experience in professional fiscal administration, and a bachelor’s degree in business administration, accounting, finance, economics, or a related field; or An equivalent combination of experience and training.
  • You must meet the PA residency requirement.
  • You must be able to perform essential job functions.

Responsibilities

  • Establish priorities, assign work, evaluate staff performance, and provide training
  • Guide daily financial activities and support program operations through clear communication and organized work management; represent the Bureau at meetings; and interact with internal and external constituencies
  • Review, develop, implement, and analyze operating budgets; evaluate funding levels; and track spending to support statewide workforce programs
  • Conduct a variety of detailed, technical analyses and evaluations of fiscal and budget data; identify trends and issues; prepare summaries and reports; and recommend adjustments that support fiscal accuracy
  • Oversee purchasing activities and ensure that payments, supplies, and services follow agency rules
  • Check financial practices for alignment with policies, laws, and regulations while offering technical guidance when needed
