About The Position

The Oregon Department of Transportation (ODOT) is seeking a Transportation Electrification Program Manager to join their Climate Office team in Salem. This role is crucial for planning and deploying public electric vehicle (EV) charging and hydrogen fueling infrastructure across Oregon. As an expert in EV strategy and policy, the Program Manager will monitor legislation and funding to expand Oregon’s EV infrastructure, contributing to ODOT's goals for a modern, clean transportation system and the reduction of greenhouse gas emissions. Requirements

  • Any combination of experience and education equivalent to eight (8) years of experience that is related to transportation electrification, energy systems, electrification and alternative fuels, climate science, climate planning, environmental science and management, environmental policy analysis and planning, or environmental project management experience.
  • OR A bachelor's degree in business or public administration, behavioral or social sciences, finance, political science or any degree related to engineering, environmental science, environmental management, transportation, energy, climate science, public policy, urban and regional planning, sustainability; AND five (5) years professional-level evaluative, analytical and planning work related to transportation electrification, energy systems, electrification and alternative fuels, climate science, climate planning, environmental science and management, environmental policy analysis and planning, or environmental project management experience.

  • Demonstrated experience in electric vehicle (EV) or related policy, strategic planning and partnership experience to plan for and support increased EV adoption.
  • Demonstrated experience in EV charging technology and deployment, including charging infrastructure, grid requirements and readiness, regulatory environment, funding, light duty environment, medium and heavy duty industry needs, user interfaces and more.
  • Demonstrated experience with business and management principles of strategic planning, resource allocation, program management, leadership techniques and coordination of people.
  • Background in practices and procedures of government, legislative and administrative systems typical to complex organizations and program.
  • Demonstrated experience guiding partnership collaboration, multi-agency work groups, and external engagement to develop and deliver effective plans and programs.

Responsibilities

  • Serve as ODOT's lead subject matter expert on transportation electrification policy.
  • Oversee the deployment of electric vehicle (EV) charging infrastructure and identify network gaps and solutions.
  • Coordinate transportation electrification initiatives with multiple agencies.
  • Work with federal efforts, including partnerships with the U.S. Department of Energy and Department of Transportation.
  • Collaborate with the Climate Office Director to manage a team focused on developing transportation electrification policies and programs.
  • Work with Climate Office Director to set policies and standards for the unit, planning, assigning and approving completed work.
  • Communicate program information to the Oregon Transportation Commission, ODOT leadership, advisory committees and the public.
  • Advise the Governor’s office, state agencies and partners on transportation electrification policy.
  • Give recommendations and share feedback on legislative needs and bill language to Director's Office, Governor's Office or Legislators.
  • Manage legislative analysis, administrative rulemaking, legal services and policy development.
