About The Position

Metrolinx is seeking a Director, Electrification and Plant to lead strategy, standards, and compliance for critical transit assets across their lifecycle. This role is crucial for the electrification of Light Rail, Subways, and Heavy Rail transit fleets, as well as supporting new Zero Emission Bus (ZEB) charging networks. The position is based at the 20 Bay location and is an in-office role within the Engineering & Safety Division (ESD), which acts as the engineering technical authority for Metrolinx's growing asset portfolio.

Requirements

University Degree in Engineering, Architecture and/or rail sector and related industry experience, or a combination of education, training and experience deemed equivalent.
Demonstrated experience in asset class/system wide function program/project Management, engineering and/or delivery, testing and commissioning, operations, and maintenance of railway transit systems or related industries.
Knowledgeable or Proficient in project management principles and practices, including budget and schedule controls.
Knowledgeable or Proficient in vendor management.
Knowledgeable or Proficient in transformational change management, risk management and assessment initiatives.
Knowledgeable or Proficient in the Asset Class or System wide functional engineering discipline.
Knowledgeable or Proficient in the planning, validation, acceptance testing, transition to operations and hand back of rail or fleet or related industry infrastructure.
Knowledgeable or Proficient in progressive validation and compliance assurance for CAPEX and OPEX budget development and business process authorizations (Project Gateways).
Knowledgeable or Proficient in standards development, management, and control.
Knowledgeable or Proficient in the oversight, evaluation, and assurance of system integration to achieve performance metrics, develop and realize KPIs for the asset class or systemwide function.
Knowledgeable or Proficient in the application of the systems engineering process for all asset class or systemwide functions.
Knowledgeable or Proficient in whole-life cost modeling.
Knowledgeable or Proficient in asset class or system wide whole life cost model outputs, content and compliance review of annual asset management plans from external contracted parties.
Knowledgeable or Proficient in the implementation and continual improvement of a comprehensive asset reporting capability.
Knowledgeable or proficient in the support or review of revised annual asset management plan based on the output from the whole life cost model.
COR certification mandatory.
Knowledgeable of engineering and construction access requirements.
Rail Corridor Access and isolation planning and implementation.
Industry regulatory requirements (COR Certification/MTO/Transport Canada).

Nice To Haves

Certifications or Designations P.Eng. or C.E.T accreditation will be beneficial.
Post-graduate degrees or certificates in engineering and/or business administration or equivalent experience is considered beneficial.
Project management and/or asset management certificates are considered beneficial.

Responsibilities

Lead the Electrification & Plant (ELTP) Engineering team responsible for providing Engineering Assurance Services for Heavy Rail, Light Rapid Transit, Subway, and Bus transit fleets, specifically concerning Electrification and Plant Interfaces.
Provide leadership and direction to the ELTP Asset Management team, overseeing the emerging ELTP asset portfolio, including directly managed, supported, interface, third-party managed, and future handover assets.
Build and expand the ELTP Engineering team to support high voltage charging systems and/or hydrogen storage systems, and associated ancillary systems for the transition to an Electric and/or Hydrogen Bus fleet.
Be responsible for and own the asset class or system-wide function development and acceptance of engineering, design, maintenance, condition, and asset management standards, ensuring compliance throughout the asset lifecycle.
Oversee and direct reviews for the acceptance or rejection of proposed deviations and non-compliances with technical and engineering standards, including verification of safety case analysis and leading deviations to systems engineering and asset management standards.
Collaborate with the system engineering assurance team, agency divisions, commercial and delivery teams, external stakeholders, and regulators to ensure the safety, design, and integration of new and enhanced assets, as well as the implementation of new systems and oversight of asset class integration.
Build collaborative relationships with senior organizational leadership and stakeholders to foster good relations, gain support, develop resources, drive results, manage conflicts, and represent customer and stakeholder needs.
Lead the development and presentation of materials to internal and external audiences to promote Metrolinx objectives and strategic plans.
Lead, justify, and recommend process improvements and areas for whole lifecycle cost/benefit optimization in investment decision-making, ensuring whole life cycle cost/benefit analysis is applied early in the asset lifecycle.
