About The Position

This is a senior level professional planning and coordination position responsible for planning activities and programs, comprising the development of comprehensive transportation plans, capital planning, fostering community engagement and supporting creative marketing strategies to promote our services and capital programs. The selected individual may work with a considerable degree of latitude for independent judgment, action and initiative when expediting complex work assignments and projects in accordance with established policies and procedures; may provide technical guidance and training to subordinate positions. This is an essential position.

Requirements

  • Bachelor's Degree in Urban and Regional Planning, Public Administration, Economics, Business Administration, Political Science, Environmental Science, Public Health or closely related field.
  • Two (2) years of responsible professional planning/program development experience in the area of transportation planning, capital planning, and transportation program coordination.
  • Possession of a valid driver's license.
  • An equivalent combination of education, experience and training which provides the required knowledge, skills and abilities may be considered.

Nice To Haves

  • Familiarity with Title VI requirements and ability to integrate equity and nondiscrimination principles into planning processes and documentation.
  • Working knowledge of Microsoft Excel and ArcGIS Pro and/or ArcGIS Online tools.
  • Experience in community outreach and preparing written and verbal presentations for agency leadership and external stakeholders.

Responsibilities

  • Responsible for the identification and prioritization of the County's capital transit needs (bus stops, bus shelters, facilities, fleet, equipment) using established criteria.
  • Serves as liaison with WMATA Metrobus services and surrounding municipalities around bus stop and shelter-related initiatives, including site visits and field evaluations.
  • Supports plan reviews for proposed construction, development, and roadway projects to ensure transit customers continue to be served safely and effectively.
  • Develops bus stop and shelter program policies and procedures.
  • Collects and analyzes data related to transit infrastructure, ridership and service performance.
  • Utilizes planning tools, ArcGIS to support analysis and documentation.
  • Identifies trends and gaps impacting transit safety, accessibility and service efficiency.
  • Supports zero-emissions and alternative fuel initiative through research and coordination with transit operations division.
  • Participates in community outreach, public meetings, and interagency coordination meetings.
  • Serves as the primary liaison and maintain effective working relationships with partner agencies, WMATA, MDOT/MTA, RTA, MNPPC, local jurisdictions, and internal stakeholders related to individual capital project planning and development.
  • Supports the preparation of documentation of grant applications, procurement packages, reports and compliance materials.
