About The Position

FirstEnergy is seeking a Testing Site Coordinator to coordinate and oversee contracted testing and technical service interests for Transmission and Distribution substation projects. This role also involves special assignments related to the safety and reliability of other substation activities, in partnership with Utility Operations, Construction & Design Services, and Transmission & Substation Services. The selected candidate may be offered a position at a different level than posted, based on interview results and qualifications. Two positions are available in New Jersey, West Virginia, Maryland, or Eastern PA.

Requirements

  • Bachelor's degree in Electrical Engineering (BSEE) or a related technical field required. In lieu of a degree, 3 years of experience in utility, commercial or industrial construction required.
  • Experience in electrical substation construction and/or maintenance required.
  • Proven teamwork and interpersonal skills to aid in the resolution of compliance issues.
  • Demonstrated ability in using Microsoft Office tools, including Excel, PowerPoint, and Word.
  • Ability to deliver quality, accurate work within established deadlines.
  • Self-motivated and a self-starter, customer focused, and results oriented.
  • Sound analytical abilities involving complex problems; exercise sound judgment.
  • Demonstrated experience in accomplishing responsibilities in a timely manner.
  • Strong teamwork and interpersonal skills to aid in the resolution of complex issues.

Nice To Haves

  • An employee hired as the Testing Site Coordinator III level will be expected to perform all the above responsibilities with more proficiency, and in a more independent manner.
  • Further, the Testing Site Coordinator IV and V level employee will be assigned additional responsibilities related to those above.

Responsibilities

  • Continually seeking to improve the safety climate by controlling and reducing exposure for self and others.
  • Monitoring and promoting the use of human performance tools and practices to protect people and system reliability.
  • Ensuring adherence to all safety, quality, and FirstEnergy specifications.
  • Participating in project status update meetings with Project Managers and contracted resources.
  • Understanding the construction scope of assigned projects, including potential problems and constraints.
  • Participating in pre-construction planning meetings and providing expertise for work package development.
  • Assisting with constructability reviews and post-project lessons learned discussions.
  • Estimating testing schedules from work planning meetings and confirming resource needs.
  • Supporting the development of contract service burn rates and tracking against project estimates.
  • Ensuring all service providers have necessary specifications, settings, drawings, and tools.
  • Clearly articulating quality requirements for all vendors.
  • Coordinating on-site testing activities with Construction Site Coordinator, Commissioning Engineer, and local FE personnel.
  • Monitoring, reviewing, and addressing concerns with switching schedules and special contingencies.
  • Planning for SCADA & Apparatus testing; reviewing, recording, and sharing documentation.
  • Proactively reviewing testing records and ensuring documentation compliance.
  • Confirming test reports are complete, accurate, and uploaded into appropriate systems.
  • Ensuring closure of Cascade Orders.
  • Supporting the FirstEnergy CIP program and requirements related to substation assets and site access.
  • Pursuing the redline process for accurate as-built drawings.
  • Inspecting work performed by contractors against design and construction standards.
  • Supporting unplanned outage investigations.
  • Developing and sharing Operating Experience reports.
  • Consistently looking to improve site conditions.
  • Helping prepare functional testing for commissioning.
  • Understanding typical risks on construction projects and implementing risk management plans for testing hazards.
  • Documenting project site meetings addressing safety, performance, quality control, or schedule adherence.
  • Maintaining awareness of procedures and policies for ethics compliance.
  • Consistently applying ethical decisions in working with stakeholders.
  • Verifying critical field testing, including relay testing, current transformer testing, power-factor testing, cylinder testing, insulation resistance, contact resistance, winding ratio, and grounding testing.
  • Identifying long-term incomplete items and assisting with Issues Database entries.
  • Performing constructability reviews and reviewing conceptual scope with the project team and manager.
  • Conducting preliminary site reviews and gathering local expertise feedback.
  • Occasionally supporting FEU with storm-related responsibilities, including hazard restoration.
