About The Position

The Test and Evaluation Engineer supports Test and Evaluation (T&E) of Foreign Military Sales (FMS) AEGIS surface ships and weapons systems for the Program Executive Office Integrated Warfare System (PEO IWS). The role contributes to at-sea testing of new construction and modernized AEGIS combat systems and ships for U.S. Navy International Partners. Work is performed on site at the Navy Yard in Washington, DC, with occasional to frequent travel to FMS countries, U.S. test ranges, and U.S. warfare centers for programmatic and test support during events. Up to 25% travel may be required. The engineer provides senior-level technical and engineering support to the Test Officer, drawing on operational experience using the AEGIS weapon system aboard a ship or in a laboratory. The position also supports management of FMS test budgets in the millions of dollars, coordinating with field activities to align budgets with statements of work, identify deliverables and milestones, and ensure required support is identified and funded. The work includes understanding system capabilities, identifying at-sea test requirements, translating capabilities and requirements into Test Objectives, and applying the Planning, Execution, Analysis, and Reporting (PEAR) process to develop test scenarios. The engineer defines and validates resources needed for those scenarios, advises the test execution team, and ensures data collection and analysis plans support reporting requirements. The role manages the PEAR process across government and contractor support activities, communicates requirements, and holds groups accountable for deliverables. The engineer works independently and collaboratively with distributed teams across multiple time zones, communicating ideas to engineers, managers, and foreign customers. The position may include representing the Test Officer in planning meetings and requires technical knowledge of the AEGIS combat system, firsthand knowledge of the Test Officer’s position on issues, and ongoing communication with stakeholders and warfare centers.
