About The Position

We are seeking an experienced Technical Program Manager to lead cross-functional planning and execution for a customer-facing digital enrollment platform supporting eligible small and midsized business customers. This role will connect business strategy, customer experience, product, architecture, engineering, data, compliance, operations, and go-to-market teams to deliver an integrated, reliable, and measurable solution within strict timelines. The Technical Program Manager will establish delivery clarity, maintain Azure DevOps as the trusted system of record, resolve cross-team dependencies, and drive committed scope through production launch and post-launch stabilization.

Requirements

  • Bachelor’s degree in Computer Science, Information Systems, Engineering, Business, or a related discipline, or equivalent practical experience.
  • 7+ years of experience in technical program management, technology delivery, product delivery, or a comparable cross-functional role.
  • Proven experience delivering customer-facing web applications, digital commerce platforms, or digital enrollment journeys.
  • Experience coordinating front-end, back-end, API, data, and enterprise-system integrations.
  • Strong hands-on experience with Azure DevOps Boards and Agile delivery practices.
  • Expertise in backlog management, sprint and release planning, estimation, acceptance criteria, and Definition of Done.
  • Ability to translate ambiguous business needs into structured technical requirements and measurable outcomes.
  • Demonstrated success managing multiple teams, vendors, risks, and dependencies against fixed deadlines.
  • Strong facilitation, executive communication, documentation, negotiation, problem-solving, and decision-making skills.

Nice To Haves

  • Experience in energy, utilities, retail energy, SMB or commercial sales, regulated customer journeys, or digital enrollment.
  • Experience with CRM, billing, pricing, identity, marketing automation, customer data, analytics, or cloud platforms.
  • Working knowledge of solution architecture, API integrations, environment management, observability, data privacy, PII controls, and release governance.
  • Experience coordinating UX research, wireframes, analytics instrumentation, conversion funnels, A/B testing, and post-launch optimization.
  • PMP, PgMP, PMI-ACP, SAFe, Certified Scrum Professional, or a comparable certification.

Responsibilities

  • Own the integrated program plan across discovery, requirements, design, architecture, development, integration, testing, launch, and stabilization.
  • Translate strategic objectives into milestones, release plans, sprint goals, decision points, and measurable outcomes.
  • Manage scope, schedules, resources, dependencies, and delivery commitments across multiple workstreams.
  • Administer and continuously improve Azure DevOps Boards.
  • Manage epics, features, user stories, tasks, defects, dependencies, risks, technical debt, and release scope.
  • Establish standards for backlog hierarchy, descriptions, acceptance criteria, ownership, estimates, priorities, status, and Definition of Done.
  • Ensure complete traceability from business objectives through features, testing evidence, and release outcomes.
  • Facilitate business and technical requirements workshops.
  • Translate customer journeys, business needs, regulatory requirements, UX designs, and operational processes into clear technical requirements and sprint-ready backlog items.
  • Maintain documented scope boundaries, assumptions, acceptance criteria, and requirement traceability.
  • Coordinate product, UX, engineering, architecture, platform, data, security, privacy, legal, compliance, marketing, sales, operations, QA, DevOps, and vendor teams.
  • Clarify roles, responsibilities, decisions, handoffs, integration requirements, and delivery commitments.
  • Resolve cross-team ambiguity and ensure alignment on scope and priorities.
  • Maintain RAID logs, dependency maps, decision logs, change-control records, and escalation plans.
  • Identify critical-path constraints early and assign owners and completion dates.
  • Drive mitigation and escalate issues with clear business impact, options, and recommendations.
  • Closely monitor dependencies involving APIs, environments, downstream systems, compliance, data readiness, and external teams.
  • Lead backlog refinement, sprint planning, daily coordination, demonstrations, retrospectives, release-readiness reviews, and go-live checkpoints.
  • Monitor velocity, work rollover, blocked items, defects, scope changes, and delivery health.
  • Protect committed timelines while maintaining agreed quality standards.
  • Provide concise, fact-based reporting on scope, schedule, milestones, program health, accomplishments, risks, decisions, and support required.
  • Tailor communications for technical teams, business leaders, and executive stakeholders.
  • Facilitate decision-making and maintain transparency across the program.
  • Ensure program plans address functional and non-functional requirements.
  • Coordinate integration, performance, security, privacy, compliance, analytics, and operational testing.
  • Confirm monitoring, exception handling, support procedures, production handoffs, and release-governance requirements are completed before launch.
  • Define delivery and product-performance baselines and target metrics.
  • Partner with analytics teams to monitor funnel conversion, abandonment, completion time, submission success and failure, adoption, customer-support contacts, volume, margins, and deal count.
  • Use performance insights to prioritize post-launch improvements.
