About The Position

We are seeking an experienced Technical Program Manager to join a high-impact Project & Product Delivery team in Mechanicsville, Virginia. In this role, you will lead large-scale IT programs and oversee the successful delivery of strategic initiatives using Agile, SAFe, Waterfall, and Kanban methodologies. You will collaborate with senior leadership, business stakeholders, Release Train Engineers (RTEs), Project Managers, Scrum Masters, cross-functional teams, and vendors to ensure projects are delivered on time, within scope, and aligned with organizational objectives.

Requirements

  • Bachelor's degree or equivalent experience.
  • PMP (Project Management Professional) certification.
  • 15+ years of experience managing complex enterprise IT projects with multiple workstreams and significant organizational change.
  • 10+ years of experience working with Agile, Scrum, SAFe, Waterfall, and Kanban methodologies.
  • 8+ years of experience leading teams and managing direct reports.
  • Strong experience managing multiple concurrent initiatives while meeting strategic objectives.
  • Advanced proficiency with Microsoft Project Professional and Microsoft Project Online.
  • 10+ years of experience leading and managing project teams while setting strategic direction.
  • Program Management Professional (PgMP) certification or equivalent Program Management certification.
  • SAFe certification (SA, SSM, SASM, or RTE).
  • 15+ years of experience leading large, complex IT programs with multiple workstreams.
  • Proven ability to navigate ambiguity and deliver successful outcomes in highly matrixed organizations.

Responsibilities

  • Lead and manage enterprise IT programs and strategic initiatives from planning through execution.
  • Oversee multiple projects and product delivery teams, ensuring consistent execution and successful outcomes.
  • Partner with business stakeholders to prioritize and deliver key initiatives.
  • Allocate resources effectively to support planning and delivery.
  • Monitor project schedules, critical paths, dependencies, risks, and overall program health.
  • Define and track program KPIs, milestones, and governance metrics.
  • Ensure compliance with VDOT and VITA project management standards, policies, and procedures.
  • Provide leadership and strategic direction to Project Managers, Scrum Masters, and Release Train Engineers.
  • Coach project teams on Agile, SAFe, Waterfall, and Kanban best practices.
  • Guide teams in risk management, organizational change management, budgeting, and schedule management.
  • Monitor projects for risks, issues, and compliance, escalating concerns as needed.
  • Utilize Microsoft Project Online (POL) and other project management tools to manage enterprise initiatives.
  • Drive continuous process improvement by implementing project management best practices.
