About The Position

The Support Services Program Manager is responsible for programs, initiatives, and administrative operations for the Utilities Department. This leadership role provides expert professional and strategic support to the Department Director and Assistant Directors on complex, sensitive, and confidential operational, financial, and policy matters.

Requirements

  • Combination of education and experience equivalent to a Bachelor’s Degree in Environmental Science, Business Administration, or a related field
  • Four (4) years of experience in public works, program compliance, initiatives or related field
  • Two (2) years of supervisory experience
  • Valid driver's license
  • TCEQ D Water & Wastewater licenses or ability to obtain within one (1) year of employment

Responsibilities

  • Develops & manages research projects and operational assessments for the Field Operations, Water Treatment, and Environmental Programs Departments
  • Manages initiatives and special projects
  • Develops policies, procedures, and performance standards for operations & services
  • Analyzes metrics and assesses the effectiveness of developing programs
  • Recommends new or revised programs, policies, and procedures
  • Updates the Department Director and Assistant Directors on matters requiring attention and recommends courses of action
  • Plans and facilitates executive-level meetings, establishing agendas, guiding discussion toward decisions, and ensuring monitors follow-through on action items
  • Prepares presentations, memos, & reports
  • Prepares annual budgets and budget forecasting
  • Develops and implements complex projects and programs
  • Manages obtaining and / or continuing reaccreditation with the AWWA and APWA
  • Liaises with staff, committees, boards, etc. and represents the department at events and activities
  • Manages support staff, fostering a team environment among Utilities departments
  • Acts as interim Compliance Coordinator, Fleet Coordinator, Communications Coordinator, and Strategic Programs Coordinator if positions are vacant
  • Follows City policies, procedures, and safety guidelines
  • Performs other duties as assigned
