The Program Manager - FOIA Support Services will serve as the primary contractor point of contact for the COR and Federal FOIA staff. This role involves overseeing the intake, assignment, and tracking of incoming FOIA requests, ensuring proper entry and maintenance in FOIAXpress. The manager will monitor acknowledgment letters, fee determinations, and fee waiver determinations, and ensure administrative case files are complete and accurately maintained. Additionally, the role includes directing and monitoring records searches, coordinating with FOIA Points of Contact (POCs) and records custodians, and ensuring search documentation is complete and legally sufficient. The Program Manager will also review records for responsiveness and releasability, identify information subject to FOIA exemptions and Privacy Act protections, review and validate redactions, and assist with the preparation of agency response letters and release packages. This position requires coordination with program offices, legal counsel, and Federal FOIA officials, and flagging potentially sensitive information for Government review. Support for litigation-sensitive FOIA matters, preparation of Vaughn indices, legal and regulatory research, and coordination with attorneys and legal stakeholders are also key responsibilities. The role involves implementing contractor quality control procedures, reviewing work products for compliance, and monitoring performance against the contract's accuracy requirement. Coordination of weekly and monthly reports, as well as custom reports for NPS leadership, is expected. The Program Manager will also provide mentoring and guidance to contractor personnel, assist in developing FOIA training materials, and recommend workflow improvements and process efficiencies to promote consistent application of FOIA laws, regulations, and agency policies.
