Requirements

  • Master’s degree from an accredited college in emergency management, public health, disaster management, emergency preparedness/administration, public administration, or related field and one (1) year of satisfactory full-time professional experience in one or a combination of the following area(s): emergency preparedness planning/management, emergency medical services, fire or public safety, law enforcement, homeland security, public health, mental health, environmental/occupational health and safety or a related specialized area; or
  • A baccalaureate degree from an accredited college and two (2) years of satisfactory full-time professional experience in one of the areas described in “1” above; or
  • A satisfactory equivalent combination of education and experience.
  • However all candidates must have a minimum of one (1) year of satisfactory full-time professional experience in one of the areas described in “1” above.

Nice To Haves

  • Two or more years' experience in an office setting supporting supply chain, logistics or distribution operations through work related, but not limited to, any of the following areas: management of item receipt, storage & distribution, inventory control, customer service (i.e. intake of internal/external requests for supply), transportation, and supply chain improvement.
  • Experience working with a third-party logistics (3PL) Warehouse and liaising between the facility and programs.
  • Experience working with an inventory management system, preferably a warehouse management system
  • Experience in project management and process improvement
  • Exceptional writing, communications and interpersonal skills
  • Knowledge of U.S. pharmaceutical and medical device regulations helpful
  • Ability to coordinate multiple projects simultaneously under pressure
  • Creative problem-solving abilities
  • Experience working in emergency management is preferred

Responsibilities

  • Provide operational support to the Logistics Planning Manager in developing, executing, and refining logistical and distribution plans for assigned programs such as Post Emergency Canvass Operations (PECO) and Community Reception Centers (CRC) etc.
  • Assist in developing and enhancing plans for local fulfillment of pharmaceuticals, medical devices and other assets to support a Public Health Emergency response (i.e. between warehouses and NYC dispensing sites). Areas of support cover supply chain processes such as resource requests, warehousing, transportation and fulfillment.
  • Coordinate inventory control for a low-turn stockpile by maintaining accurate warehouse management system (WMS) records, supporting item and kit cataloging improvements, executing cycle counts, and assisting in the identification and disposition of expired materials.
  • Coordinate order fulfillment activities via WMS, including order intake, processing, and dispatch to hospitals, healthcare facilities, and points of dispensing.
  • Support the development, maintenance, and delivery of procedures and job aids for warehouse and command-level staff to support distribution and fulfillment activities during emergency responses.
  • Coordinate equipment lifecycle activities, including storage, maintenance, kitting, and deployment planning for communication assets such as laptops and iPads.
  • Coordinate the deployment, tracking, and replenishment of field logistics assets to support response operations.
  • Monitor and track expenses for supplies, labor, and transportation, ensuring accurate documentation and supporting cost reporting efforts.
  • Support and participate in drills and exercises designed to enhance the City's preparedness and response capabilities.
  • Support the planning and facilitation of training sessions for agency staff on designated emergency roles and responsibilities.
  • Lead and/or participate in cross-functional projects and initiatives as needed to meet evolving operational requirements.
  • Completion of other duties as assigned by supervisory personnel.
  • It is expected that the SCC will be a key member of the incident command structure during emergency.
