The primary purpose of this position is to supervise the day-to-day operations of the Youth Activities Center, Teen Center, and School Age Program. The role serves as Youth Activities Director for a diversified educational and recreational program in a medium-sized community of active and retired military members, family members, and authorized DoD civilians, including contract personnel. The program operates in an area with a harsh climate and other environmental conditions that can complicate year-round operations. The position manages funds and resources, including development of the annual APF and NAF budget and submission and prioritization of program component requirements. The incumbent supervises, directly and through subordinate directors and supervisors, more than 10 professional, technical, clerical, recreational, and support staff, as well as up to 50 volunteers. The role ensures safe, healthy, and comfortable conditions in Youth Activities facilities, grounds, playgrounds, and sports fields, monitors security and maintenance, and promotes community awareness of Youth Activities programs and services. The position requires U.S. citizenship, applicable background checks for child care/youth services, and the ability to obtain Food Handler’s, First Aid, and CPR certifications. It involves an uncommon tour of duty, including weekends and evenings, and requires a pre-employment physical examination with renewal at least every three years and specified immunizations. Additional program training is required and may take place on weekends or evenings. Applicants must meet the GS-0188-11 qualification standard through qualifying specialized experience, education, or a combination of both. Specialized experience is at least one year at the GS-09 level or equivalent, involving knowledge of youth development, education, and recreation principles used to plan and direct large, diversified Youth Activities Programs. Alternatively, applicants may qualify with a Ph.D. or equivalent doctoral degree, three full years of progressively higher-level graduate education leading to such a degree, or an LL.M. in an appropriate recreation or physical education field. A combination of education and experience may also qualify. Merit promotion applicants are subject to the applicable time-in-grade requirement, including one year at GS-09 for GS-11. Transcripts are required when qualifying based on education. Qualifications are evaluated on professional knowledge of youth development, education, and recreation; regulatory, safety, health, facility, food-service, certification, and accreditation requirements; budget and resource management; staff supervision and training; report preparation and data analysis; assessment of adults’ suitability to work with youth; and effective communication with diverse individuals. Appropriate part-time, unpaid, and volunteer experience may receive credit when clearly documented.
