About The Position

This is an underfill opportunity that may be filled at the Supervisor 2 job profile level. The Oregon Judicial Department (OJD) serves the public, and the work impacts community members resolving cases in court. The Clatsop County Circuit Court in Astoria, Oregon, is hiring a Supervisor 3. In this role, you will train, coach, and motivate court staff to achieve excellence in efficiency, customer service, and work quality, while promoting continual improvement. Responsibilities include consulting with team members on projects, conducting staff meetings, establishing work schedules, updating personnel records, and approving leave and overtime requests to ensure adequate coverage. You will also assign, review, and evaluate performance, identify training needs, address performance issues, conduct investigations, provide disciplinary action, and escalate issues to the Trial Court Administrator (TCA) as needed. When hiring needs arise, you will assist with job postings, answer applicant and staff personnel questions, participate in interview panels, and make hiring recommendations. Additionally, you will handle difficult complaints and provide technical information on court policies, procedures, and regulations. You will collaborate with and respond to inquiries from judges, court staff, attorneys, agencies, and the public. As a resource to the TCA, judges, and court staff, you will analyze and resolve procedural or workflow issues and monitor case processing timeliness. You will partner with other government agencies on justice system projects and assist the TCA with administrative duties, research, project development, and updates on legislative changes impacting the court. In emergencies, you will be the onsite point of contact. You will serve as a leader by example, collaborator, innovator, and advocate for access to justice. Assigned tasks may be adjusted based on workload and organizational needs.

Requirements

  • Supervisor 3 Minimum Qualifications: Associate’s degree in business, management, or a related field AND Five (5) years of progressively responsible supervisory or staff-support experience. Qualifying OJD experience would be at the equivalent of Court Operations Associate or above. Recent experience must reflect staff support or supervision, directly or through lead workers, of staff performing a wide variety of clerical, analytical, and technical support duties. The supervisory experience must include most, or all, of the following: Special projects, Developing and updating policies and procedures, Hiring or recommending hiring, Training, Assigning and reviewing work, Evaluating performance, Responding to staff concerns, and Handling disciplinary actions. OR Any combination of education and experience equivalent to seven (7) years of experience that typically supports the knowledge, skills, and abilities for the position.
  • Supervisor 2 Minimum Qualifications (Developmental Underfill): Bachelor’s degree in court administration, management, business or public administration, or a closely related field. OR Four (4) years of progressively responsible staff-support experience in OJD at the equivalent of Court Operations Associate or above. OR Four (4) years of recent experience supervising, directly or through lead workers, staff performing a wide variety of clerical or administrative support duties. The supervisory experience must include most, or all, of the following: Developing work procedures, Hiring or recommending hiring, Training, Assigning and reviewing work, Evaluating performance, Responding to staff concerns, and Handling disciplinary actions. OR Any combination of education and experience equivalent to four (4) years of experience that typically supports the knowledge, skills, and abilities for the position.
  • Demonstrated success in training, motivating, assigning and evaluating work, disciplining, and coaching.
  • Experience recognizing, addressing, and managing conflict in a business or professional setting.
  • Experience making decisions related to workflow, priorities, and assignments.
  • Experience managing operations, projects, or teams.
  • Proficiency with word processing, spreadsheets, databases, and electronic file management.
  • Experience evaluating statutory, rule, or system changes to ensure rules, processes, or procedures are compliant and meet all necessary requirements.
  • Skill presenting information clearly and logically, both orally and in writing.
  • Must be able to complete the U.S. Department of Homeland Security’s I-9 form confirming authorization to work in the United States within three days of hire.
  • Must be subject to a criminal background check.

Responsibilities
