About The Position

The Oregon Department of Environmental Quality (DEQ) is seeking a Cleaner Air Oregon Project Engineer (Environmental Engineer 3 / Environmental Engineer 2 - Underfill) to join their team in Portland, Oregon. This role is crucial for advancing the agency's mission to protect and improve Oregon's environmental quality. The Air Quality Division, within which this position resides, is responsible for safeguarding the state's air resources through various programs, including industrial source control, asbestos control, motor vehicle inspections, and other pollution control measures. The Cleaner Air Oregon program specifically focuses on the accurate assessment and reduction of toxic air contaminant emissions based on health-based standards. This section supports risk assessments and determines permitting and reporting requirements for sources under its program rules, working closely with regional Air Quality permit writing staff through policy development, training, and rule revisions.

Requirements

  • Minimum Qualifications for Environmental Engineer 3: Bachelor’s degree in an engineering field (environmental, chemical, civil, or mechanical) and 4 years of engineering experience.
  • 2 years of experience in an environmental protection/control program.
  • A current Professional Engineer (PE) license.
  • Substitution for Environmental Engineer 3: If no degree, a current Professional Engineer license (PE), 7 years of engineering experience, and 4 years of experience in an environmental protection/control program are required.
  • Minimum Qualifications for Environmental Engineer 2 - Underfill: Bachelor’s degree in an engineering field (environmental, chemical, civil, or mechanical) and 3 years of engineering experience.
  • 1 year of experience in an environmental protection/control program.
  • Substitution for Environmental Engineer 2 - Underfill: If no degree, 6 years of engineering experience and 3 years of experience in an environmental protection/control program are required.
  • Must be able to meet the minimum qualifications for the Environmental Engineer 3 by obtaining Oregon registration for Professional Engineer within 3 years of employment if hired under the Environmental Engineer 2 underfill option.
  • Work authorization in the United States.

  • Extensive experience and expert knowledge in source operations, pollution control devices and industrial emissions processes, compliance inspection methods, and source permitting, including the ability to correctly interpret toxic air contaminant emissions information and toxicity data.
  • General understanding of the human health risk assessment protocols for point sources, including the completion of emissions inventories and modeling work that supports the risk assessment.
  • Knowledge of a variety of business operations covering many different types and complexities of commercial and industrial processes.
  • Experience drafting and reviewing environmental permit conditions that are accurate, clear, and enforceable; experience evaluating permit applications and modifications and ensuring that all proposed actions comply with all applicable regulatory requirements and good engineering practice.
  • Experience conducting site investigations and inspections to evaluate compliance status, and experience creating accurate and clear enforcement documents.
  • Demonstrated experience building and fostering relationships with a diverse group of partners including colleagues, interested parties, communities, organizations, and businesses; skill in conflict resolution, negotiation, and collaboration.
  • Excellent verbal and written communication skills; ability to provide clear, concise, and compelling communication of policy and technical information tailored to the needs of diverse audiences; skill in writing and presenting clear and concise reports that include qualitative and quantitative analyses, recommendations, and conclusions to diverse audiences.
  • Project management experience in an environmental/natural resources setting, including development, implementation, and evaluation; experience managing concurrent multiple complex projects with many interested parties and multiple deliverables, all with resource constraints.

Responsibilities

  • Serve as a project manager and permit writer for the Cleaner Air Oregon section.
  • Oversee the development, completion, and approval of toxic air contaminant emissions inventories, risk assessments, and risk reduction activities for the largest and most complex sources in the Air Quality program.
  • Have overall project responsibility for all phases of the emissions identification and risk assessment process, including reviewing emissions and control devices, and finalizing modeling and other inputs affecting these assessments.
  • Independently perform and oversee reviews of facility process flow diagrams, control devices, pollution reduction activities, and associated engineering documents.
  • Develop and draft permits and permit conditions to formalize reduction requirements or other limitations.
  • Serve as a technical resource for internal and external parties on toxic air contaminant risk assessments, inventories, emission control technologies, and other issues related to assigned sources.
  • Conduct site visits for meetings, trainings, conferences, seminars, public hearings, and site inspections.
  • Lift supplies and equipment that may weigh up to 50lbs.
