About The Position

The Oregon Department of Environmental Quality (DEQ) is seeking a Cleaner Air Oregon Project Engineer (Environmental Engineer 3 / Environmental Engineer 2 - Underfill) to join their team in Portland, Oregon. DEQ is the primary regulatory agency responsible for protecting and enhancing Oregon's natural resources. The Air Quality Division, where this position resides, focuses on protecting the state's air resources through program planning, industrial source control, and managing air pollution. The Cleaner Air Oregon program specifically addresses the assessment and reduction of toxic air contaminant emissions using health-based standards, working closely with regional permit writing staff on policy, guidance, training, and rule revisions. This role involves serving as a project manager and permit writer, overseeing the development and completion of toxic air contaminant emissions inventories, risk assessments, and risk reduction activities for complex sources. Responsibilities include reviewing emissions, control devices, and modeling inputs; drafting permits and conditions; and acting as a technical resource for internal and external stakeholders on toxic air contaminant issues.

Requirements

  • Minimum Qualifications for Environmental Engineer 3: Bachelor’s degree in an engineering field (environmental, chemical, civil, or mechanical) and 4 years of engineering experience.
  • 2 years of experience in an environmental protection/control program.
  • A current Professional Engineer (PE) license.
  • Minimum Qualifications for Environmental Engineer 2 - Underfill: Bachelor’s degree in an engineering field (environmental, chemical, civil, or mechanical) and 3 years of engineering experience.
  • 1 year of experience in an environmental protection/control program.
  • Substitution for Environmental Engineer 3 (no degree): A current Professional Engineer license (PE), 7 years of engineering experience, and 4 years of experience in an environmental protection/control program.
  • Substitution for Environmental Engineer 2 (no degree): 6 years of engineering experience and 3 years of experience in an environmental protection/control program.
  • Ability to meet the minimum qualifications for Environmental Engineer 3 by obtaining Oregon registration for Professional Engineer within 3 years of employment if hired under the Environmental Engineer 2 underfill option.

  • Excellent verbal and written communication skills; ability to provide clear, concise, and compelling communication of policy and technical information tailored to the needs of diverse audiences.
  • Skill in writing and presenting clear and concise reports that include qualitative and quantitative analyses, recommendations, and conclusions to diverse audiences.
  • Project management experience in an environmental/natural resources setting, including development, implementation, and evaluation.
  • Experience managing concurrent multiple complex projects with many interested parties and multiple deliverables, all with resource constraints.

Responsibilities

  • Serve as a project manager and permit writer for the Cleaner Air Oregon section.
  • Oversee the development, completion, and approval of toxic air contaminant emissions inventories, risk assessments, and risk reduction activities at the largest and most complex sources.
  • Have overall project responsibility for all phases of the emissions identification and risk assessment process, including review of emissions and control devices, and finalizing modeling and other inputs affecting these assessments.
  • Independently perform and oversee reviews of facility process flow diagrams, control devices, pollution reduction activities, and associated engineering documents.
  • Develop and draft permits and permit conditions to formalize any reduction requirements or other limitations.
  • Serve as a technical resource for internal and external parties on toxic air contaminant risk assessments, inventories, and emission control technologies, and other issues related to assigned sources.
