About The Position

Perform a variety of semi-skilled, skilled, and technical work, to include administrative work involving the operations of the City's Streets Division. The work performed will include maintenance and repair of city streets, right-of ways, sidewalks, bike trails, boardwalks, curb and gutters, traffic lights and signs. Works under the general direction of the Public Works Director or assigned designee. This position is considered an emergency/disaster position. During emergency conditions, all City employees are automatically considered emergency service workers. City employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation, which requires that the employee be ready, willing, and able to report to work during emergencies and/or disasters of any kind, notwithstanding any other commitments the employee may have and be able perform emergency services duties, as assigned.

Requirements

  • High school diploma or equivalent.
  • Three to five (3-5) years of experience performing work in the building trades, to include street repair and maintenance, or any equivalent combination of education, training, and experience.
  • Advanced DOT/MOT Certification or must obtain within one (1) year of employment.
  • Possess a valid Florida Commercial Driver's License (CDL) certification, Class B, or obtain the CDL certification within six (6) months of employment.
  • Must also possess the National Incident Management System (NIMS) IS-700 within 30 days of employment and the ICS-100 within 90 days of employment.
  • Ability to plan, layout and oversee the work of subordinate personnel.
  • Ability to read and understand general reference, operation and maintenance manuals, construction and as-built plans, blueprints.
  • Ability to establish and effective working relationships with employees, other departments and the general public.
  • Considerable knowledge of the roadways, sidewalks, and rights-of-way geographical area.
  • Knowledge of material, methods, practices, equipment, and safety procedures used in the construction, maintenance, and repair of transportation infrastructure and rights-of-way.
  • Skill in operation of the listed tools and equipment.
  • Ability to use Computers with windows-based programs, to include but not limited to e-mail, Microsoft outlook, excel and word.
  • Ability to perform heavy manual tasks for extended periods of time.
  • Ability to work safely.
  • Ability to communicate effectively verbally and in writing.
  • Ability to understand and carry out written and oral instructions.

Responsibilities

  • Delegate, coordinate, and direct the work assignments and scheduling of assigned service crews.
  • Oversee efficiency, production, safety and work habits of division staff; train employees in standard operating procedures and equipment use; inspect work in progress and upon completion for compliance with safety and standards.
  • Instruct subordinates in the proper standard operating procedures and proper use of all equipment, machines and other tool usage.
  • Review work orders, organize and coordinate field activities of crews involved in the construction, operation, maintenance and repair of the transportation infrastructure and rights-of-way.
  • Oversee the work of personnel in the repair, maintenance, operations and upgrading transportation infrastructure and rights-of-way.
  • Interacts with contractors and developers on the installation and inspection of proposed transportation infrastructure and rights-of-way.
  • Determine equipment, materials and supplies required for each project and procure items in accordance with established procedure.
  • Assist with the preparation of special projects, cost and equipment analysis, reports and specification documents.
  • Assist in the preparation of divisional and departmental budgets; purchase equipment and supplies; contract services.
  • Gives technical direction in the maintenance and repair of transportation infrastructure and rights-of-way.
  • Assists in the inspection and subsequent reporting of all deficiencies found on new construction "as-built" plans.
  • Responds to emergencies related to all city transportation infrastructure and rights-of-way, along with coordinating efforts to contain and repair concerns.
  • Act as liaison to other division, departments, and management; prepare operational reports; respond to and resolve inquiries and concerns.
  • Coordinates divisional work with other divisions or departments.
  • Inspect and answer customer concerns.
  • Prepare daily work orders, reports, and records.
  • Maintain records of divisional activities including scheduling and attendance.
  • Assist in the preparation of proper procedures for work activities, including ensuring compliance with established standard operating procedures.
  • Assist with the developing and placement of M.O.T. (Maintenance of Traffic) plans.
  • Coordinate and assist in the preparation of proper procedures in calling for locates through Florida State Sunshine One Call.
  • Coordinate all job site restoration repairs.
  • Acquire densities as needed; prepare restoration repair work orders and send to the proper departments, sod restoration and any other issues related to job site restoration.
  • Participates with Streets Supervisor in the selection, placement, promotion, training, safety, appraisal, and discipline of subordinate personnel.
  • Assists the Streets Supervisor with evaluating the work of employees.
  • Maintains availability for “standby” assignment for a week at a time or other pre-determined schedule, and availability for return to work under City’s “call back” procedures.
  • General housekeeping, cleaning equipment, and coordination with contractors.
  • Coordination of division vehicle maintenance and repairs with Fleet.
  • May be assigned duties of the Streets Supervisor in his/her absence.
  • Perform other duties as assigned.
