About The Position

The Senior Program Manager assists in developing, delivering, and managing energy efficiency programs within a state utility commission-approved portfolio. The role supports cost recovery, minimizes performance risk, and fulfills day-to-day requirements for customers participating in energy efficiency programs.

The position oversees subcontractors and vendors, establishes and tracks program performance metrics, manages customer relations issues, and helps ensure programs comply with state utility commission rules and regulations. It also supports data analysis, regulatory responses and orders, annual reporting, and documentation for compliance filings. The role has no direct reports but oversees numerous contractors and vendors.

Requirements

• Bachelor's degree in Business or Engineering and 4–7 years of energy conservation or energy efficiency work experience, or 6–9 years of such experience in lieu of a degree.
• Demonstrated ability to work within established budgets and deliver promised results.
• Thorough understanding of utility cost recovery mechanisms.
• Ability to communicate and coordinate with a wide variety of professionals, including engineers, vendors, and subcontractors.

• Experience developing and delivering utility energy efficiency programs for a specific sector.
• Program and contract management experience.

Responsibilities

• Participate with planners and the evaluation team in developing energy efficiency programs, including evaluating measures, designing programs, conducting stakeholder and marketplace outreach, and preparing filing requirements.
• Manage procurement of services from subcontractors and vendors, including issuing RFPs, evaluating responses, identifying offers, obtaining legal review, coordinating with Supply Services, and awarding contracts.
• Oversee providers, develop program-specific performance metrics, hold regular vendor and subcontractor meetings, review progress reports, track performance, and provide feedback or corrective actions.
• Coordinate program communications and outreach with the Marketing Promotions team, maintain accurate and consistent messaging, recruit market partners and trade allies, maintain partner relationships, and provide training as needed.
• Prepare program status reports, monitor performance and financial goals, maintain documentation for regulatory compliance filings, and manage mechanisms to control progress and performance risk.
• Ensure accounts payable and accounts receivable functions are managed according to corporate policies, procedures, accounting requirements, and Sarbanes-Oxley rules.
• Implement and manage programs approved by the state utility commission and fulfill day-to-day requirements for participating customers.
• Manage customer relations issues arising from energy efficiency programs.
• Provide data analysis and subject matter expertise for state utility commission requests and orders, including annual reporting of results.
