About The Position

ASET Partners LLC dba ASET Partners, an ODRG Company, is hiring a Senior Application Developer to build custom Esri Experience Builder (Developer Edition) widgets and automated workflows for FEMA's Office of Environmental Planning and Historic Preservation (OEHP). The role leads development for the EHP GIS National Tools System, an ArcGIS-based platform used by FEMA to plan, collect field data for, and document environmental and historic preservation compliance reviews of federally funded projects. The system operates in FEMA ArcGIS Online (FEMA AGOL) and the Mapping Processing and Analysis Center GIS (MAC-GIS) environment across desktop, web, and mobile. The primary initial project is migrating existing Web AppBuilder tools to Experience Builder. The developer will create custom widgets and themes where out-of-the-box features are insufficient, maintain them with Esri releases, and automate workflows for system operations, including content and user administration, ETL, and reporting. The position also supports application maintenance, GIS services and data, accessibility, documentation, training, architecture planning, and coordination with government customers and technical teams.

Requirements

  • Bachelor's degree plus 6 years of specialized experience, or master's degree plus 4 years, or 10 years of specialized experience in lieu of a degree; specialized experience should center on Esri web GIS application development.
  • Experience developing applications that include user interfaces, workflows, and APIs, with proficiency in industry languages such as Python and JavaScript/TypeScript, for new development and maintenance of DHS geospatial solutions.
  • Experience leading an application development team and working with infrastructure and security teams to meet DHS IT requirements.
  • Hands-on Experience Builder Developer Edition experience, including at least one custom widget built and deployed to production.
  • Experience leading or delivering a Web AppBuilder-to-Experience Builder migration.
  • Strong ArcGIS Online and ArcGIS Enterprise skills, including publishing services and managing content, users, roles, and licenses.
  • Python automation experience with ArcGIS API for Python and ArcGIS REST APIs, including scheduled notebooks.
  • Full development lifecycle experience covering requirements, design, automated testing, deployment, and documentation.
  • Experience building accessible web applications and testing them to Section 508 / WCAG 2.0 AA.
  • Personable and client-facing, with the ability to build rapport with government customers and teammates, communicate clearly, and work well on a small team.
  • Must be a U.S. citizen or lawful permanent resident and able to pass a FEMA suitability background investigation and DHS Entry on Duty before starting.

Responsibilities

  • Migrate existing Web AppBuilder applications to Experience Builder and move other products or integrations scheduled for Esri deprecation or retirement.
  • Design, build, test, and deploy custom Experience Builder widgets, message actions, data actions, and themes using Developer Edition.
  • Keep applications and custom code in sync with major Esri software releases, applying updates, patches, and security fixes.
  • Automate workflows using Python notebooks, ArcGIS API for Python, ArcGIS REST APIs, Arcade, ArcGIS Workflow Manager, ArcGIS Data Pipelines, and Microsoft Power Automate. Workflows include AGOL content and user management, usage and outage reporting, attribute collection, ETL from cloud systems, dashboard and report updates, and backups.
  • Publish and configure web services and layers; support enterprise geodatabase, relational data store, and federated ArcGIS Server work in AGOL and MAC-GIS.
  • Conduct quarterly reviews of ArcGIS Online and internal geoportal maps and layers, using bulk upload, auto-sync, or scheduled notebooks to keep them current and performant.
  • Identify and resolve performance bottlenecks, storage issues, and technical problems, documenting each issue, action, and resolution.
  • Write and run test plans, fix defects, coordinate user acceptance testing, and validate user-interface releases for Section 508 / WCAG 2.0 A and AA conformance.
  • Maintain metadata to FEMA Data Governance Council standards and keep maintenance documentation current and audit-ready.
  • Build mobile and field-collection solutions, decision-support dashboards, and storytelling or public-engagement apps for the EHP field cadre.
  • Help develop the OEHP GIS Architecture Implementation Plan and implement leadership-approved courses of action.
  • Produce user documentation and training for new tools; support weekly status reporting, risk logs, AGOL credit tracking, and knowledge transfer.
  • Lead application development and work with infrastructure and security teams to meet DHS IT requirements.
  • Communicate with government customers and teammates, build rapport, and work effectively on a small team.
