About The Position

Under the supervision of the Senior Manager, Capital Budget & Special Revenue, the incumbent will be responsible for the research, administration, and reporting on Pittsburgh Water’s special revenue program, including loan and grant application submittals to federal, state, local, or other sources, reimbursement requests, and post award compliance.

Requirements

  • Knowledge of federal, state, and local external funding programs.
  • Knowledge of federal funding requirements and acts, specifically related to American Iron and Steel, Davis-Bacon, and Build America, Buy America.
  • Considerable knowledge of fiscal practices, principles, and procedures including budgetary processes.
  • Strong ability to establish and maintain complex records with automated systems.
  • Strong ability to organize and prioritize work; follow established codes, policies, and guidelines.
  • Work independently in absence of supervision; understand and carry out oral and written instructions with the ability to multi-task and prioritize.
  • Strong ability to communicate effectively both orally and in writing.
  • Demonstrated ability to be a team player, supportive of others, establish relationships with a variety of stakeholders, and a proactive problem-solver.
  • Proficient in Microsoft Office software including Word, Excel, and PowerPoint; experienced user of complex financial and accounting software.
  • Maintain confidentiality.
  • Bachelor's Degree in Finance, Accounting, Business Administration, or a related field.
  • Three to five years of experience in the areas of Grants Management, Finance, and/or Accounting
  • Applicant must present a current, valid Class C (Class 1) PA Motor Vehicle Operator’s License at the time of application or prior to appointment. A valid driver’s license must be maintained throughout employment.
  • Applicant must have permanent residency within one of the following Pennsylvania counties at the time of appointment and remain a resident within one of the noted counties throughout employment with the Pittsburgh Water: Allegheny, Armstrong, Beaver, Butler, Fayette, Greene, Lawrence, Indiana, Washington, or Westmoreland.

  • Experience with SAP S/4HANA, Trimble Unity Construct (TUC), AmpliFund, or similar software systems is preferred.

Responsibilities

  • Research and assess capital and operating funding opportunities for the organization, including reviewing goals and identifying potential resources, timelines, and opportunities.
  • Plan, organize, and coordinate all aspects of special revenue related initiatives including research, application submittal, and post funding compliance.
  • Work with the appropriate subject matter experts to plan, budget, design, write, and submit funding proposals.
  • Work collaboratively with subject matters experts to understand departmental funding needs.
  • Orient project managers of funding award requirements to ensure thorough communication of required objectives, activities, and deliverables.
  • Assist with the administration of cost-share agreements with federal, state, local entities or other entities.
  • Monitor the performance of projects funded with special revenues to ensure timely submission of reimbursement requests.
  • Maintain a database to track all current and future funding awards and notify appropriate staff of awards, requirements, and applicable details, including closeout processes/reporting.
  • Provide centralized financial administration and coordination of all special revenue funds.
  • Maintain special revenue policies and procedures, providing recommended updates as necessary.
  • Assist in monitoring and ensuring grant compliance with all requirements, support project managers with change order submissions, and provide post-award administrative support, including budget revision requests, extensions, and closeouts.
  • Perform reconciliations and recommendations of special revenue activities, as needed.
  • Maintain and organize special revenue files and agreements.
  • Provide performance reports to Executive Leadership on current and future funding initiatives.
  • Support audits and respond to grantor inquiries regarding program and/or financial activity.
  • Perform work in accordance with the appropriate regulations, guidelines, and practices.
  • Perform other related tasks as assigned or required.
